Jack Frost is awakened from the depths of a frozen pond with amnesia. Upon discovering no one can see or hear him however, he wanders off alone. Three hundred years later Jack, as the spirit of Winter, enjoys delivering snow days to school kids, but resents that they do not believe in him and still cannot see him. At the North Pole, the Man in the Moon warns Nicholas St. North (Santa Claus) that Pitch Black, the Boogeyman, is threatening the children of the world with his nightmares. He calls E. Aster Bunnymund (the Easter Bunny), the Sandman/Sandy, and Tooth, the Toothfairy, to arms. They are then told that Jack Frost has been selected to be a new Guardian. Jack is unimpressed by this position, as he feels wronged for not being believed in, but North convinces him to aid them in facing Pitch.

Following a nuclear test in French Polynesia, the fallout irradiates a lizard's nest. Decades later, an enormous sea creature suddenly attacks a Japanese fishing vessel in the South Pacific, leaving only one fisherman alive. Dr. Niko "Nick" Tatopoulos, an NRC biologist, is sent to Tahiti and to Jamaica, where a wrecked village, footprints, and ship are found. Nick collects skin samples that lead him to believe the creature is an enormous mutant created by nuclear testing. It travels to New York City during the rainiest week of the season, leaving a path of destruction in its wake.

In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours. Anderton does not know Crow, but flees the area as Witwer begins a manhunt.

Recently divorced Meg Altman (Foster) and her 11-year-old daughter Sarah (Stewart) have just purchased a four-story brownstone on the Upper West Side of New York City. In the late 21st century, global warming has flooded coastlines, drastically reducing the human population. There is a new class of robots called Mecha, advanced humanoids capable of emulating thoughts and emotions. David (Haley Joel Osment), a prototype model created by Cybertronics of New Jersey, is designed to resemble a human child and to display love for its human owners. They test their creation with one of their employees, Henry Swinton (Sam Robards), and his wife Monica (Frances O'Connor). The Swintons' son, Martin (Jake Thomas), was placed in suspended animation until a cure can be found for his rare disease which is caused by the Sinclair virus. Initially frightened of David, Monica eventually warms enough to him to activate his imprinting protocol, which irreversibly causes David to have an enduring childlike love for her. He is also befriended by Teddy (Jack Angel), a robotic teddy bear, who takes it upon himself to care for David's well-being.
