The time is the early-to-mid-1960s, the height of the Cold War between the United States and the Soviet Union. An unknown aircraft approaches North America from Europe. American bombers of the Strategic Air Command (SAC) are scrambled to their fail safe points near Russia. The bombers have orders not to proceed past their fail safe points without receiving a special attack code. The original "threat" is proven to be innocuous and recall orders are issued. However, due to a technical failure, the attack code is transmitted to Group Six, which consists of six Vindicator supersonic bombers and four escort fighters. Colonel Grady, the head of the group, tries to contact Omaha to verify the fail-safe order (called Positive Check), but due to Soviet radar jamming, Grady cannot hear Omaha. Concluding that the attack order and the radar jamming could only mean nuclear war, Grady commands Group Six towards Moscow, their intended destination.

12 year old Identical twin sisters Sam and Emma Stanton are opposites growing up in Evanston. Sam is a star soccer player and a Tomboy; however she wants to attract boys. Emma is a Girly girl who enjoys fashion and make-up, but she wants to be better at sports. Their dad Jerry, one of the Soccer coaches, is pressured by his wife Denise to pick Emma for the Hurricanes Co-ed team. Just as Jerry is about to pick Sam for his team after Round 2 of Soccer Tryouts is over, the Buzzards coach Willard Holmes picks Sam. But Sam is not thrilled to join a team which hasn't won in years and Emma finds it difficult to please her dad so the girls come up with a scheme to switch places in soccer so each can be on the team they prefer. As a result, Sam learns about letting others share the spotlight and Emma and Jerry finally become closer. Their mom catches them and the girls have to go back to their original teams. When everyone else is mad at them Sam and Emma both decided to quit soccer, but Jerry refuses to let them give up the sport. Denise becomes the Buzzards new coach to prove her husband wrong and actually gets the team into the finals. Along the way Emma realizes her skill as a goalie and becomes a better athlete. At the finals the Hurricanes regular goalie Richie gets injured while blocking a kick and is replaced by Emma. At 20 seconds left Sam kicks the ball into the goal, and it is blocked by Emma, tying the game. The Buzzards and the Hurricanes become co-champions of the Youth soccer league organisation tournament. Sam gets a date with Greg. Richie goes on a date with Emma. Jerry learns to treat his daughters equally and that winning isn't everything.

Hazzard County is having a reunion festival, which includes a Toughman-style contest, and a rattlesnake chili cookoff, along with several other events. Uncle Jesse is the grand marshal of the reunion and at the same time, is facing a lawsuit filed by Mama Josephine Maxx for access across Duke property to the Hazzard swamp where she intends to build a theme park. Jesse however, refused access, not wanting to see the swamp destroyed. This however, has made the rest of the townsfolk angry with him, as the new theme park means new jobs, and revenue for Hazzard County.

She is having financial problems because the ranch has too few paying visitors and, although she has offers, she does not want to sell it. The girls try to ask their dad's uptight boss, "The Dragon Lady" (Ms. Plaskett), for his vacation time, only to get him fired. They lie and say that she said that they could go. They go to the ranch and attempt to help Natty.

He explains to the girls that Agatha’s home once belonged to a powerful witch who, before being burned at the stake 200 years before, had hidden her moonstone, the rare gem which gave her power. As children, Agatha and Sophia, tired of being twins, heard the tale and began looking for the stone in hopes of using its power to no longer be identical anymore. Agatha found the moonstone but hid it from her sister and instead began using the magic it possesses to make her sister’s life miserable. Years later on Halloween, Sophia and her fiancé George, now Agatha's butler, prepared to elope and begin their life together, but Agatha, out of jealously and rage, casted a spell that banished her sister into the netherworld through a mirror, which she keeps hidden in the attic. On the 7th year at midnight, this Halloween, the spell will become permanent and there will be no way for Sophia to be rescued.

The film's plot exhibits some differences from that of the novel by Ludlum. The undercover identity of Jason Bourne is simplified. In the book, David Webb, because of his amnesia, believes himself to be Jason Bourne and an assassin called Cain. In the film, the name Cain is left out. In the film, Carlos is shown to be responsible for killing Webb's wife and child, which is not the case in the novel. Alexander Conklin is accidentally shot by his own people when attempting to kill Bourne; in the novel he survives and appears in subsequent novels. In the book's ending, Carlos escapes in the confusion, whereas in the film he is gunned down at the last moment by Bourne/David Webb. Because Carlos is the primary antagonist of the original Bourne trilogy (although only The Bourne Supremacy had been published when the film was produced), this essentially ends the story with one film.
