Don Quixote or Don Quixote de Orson Welles is an unfinished film project produced, written and directed by Orson Welles. Principal photography was between 1957 and 1969; while test footage was filmed as early as 1955, second-unit photography was done as late as 1972, and Welles was working on the film on and off until his death in 1985.

The film opens with Sir John Falstaff and Justice Shallow walking through the snow, then to a warm fire inside the Boar's Head Tavern as the two reminisce. After a main credit sequence, the narrator explains that King Henry IV of England has succeeded Richard II, whom he had killed. Richard II's true heir, Edmund Mortimer, is a prisoner in Wales, and Mortimer's cousins Northumberland, Worcester and Northumberland's son Hotspur demand that Henry rescue Mortimer. Henry refuses and Northumberland, Worcester and Hotspur begin to plot his overthrow.

On the U.S.-Mexico border, a time bomb is planted in a car. A man and woman enter the vehicle and make a slow journey through town to the U.S. border, the woman (Joi Lansing) insisting that she hears something ticking. Newlyweds Miguel "Mike" Vargas (Charlton Heston), a drug enforcement official in the Mexican government, and Susie (Janet Leigh) pass the car several times on foot. The car crosses the border, then explodes, killing the occupants. (The cut to the exploding car is the first one in the film, the single-camera opening sequence lasting nearly three and one-half minutes.)

In 19th century Macao, Mr. Clay (Orson Welles) is a wealthy merchant at the end of his life. His only constant companion is his bookkeeper, a Polish-Jewish emigrant named Levinsky (Roger Coggio). Levinsky approaches Virginie (Jeanne Moreau), the daughter of Clay’s one-time business partner. Clay’s ruthless dealings drove Virginie’s father to bankruptcy and suicide, and she is eager to participate in this action to get her revenge. The destitute sailor, a young Englishman named Paul (Norman Eshley), is discovered on the street and recruited. Virginie and Paul find an emotional bond in their brief union, but go their separate ways – Virginie is exorcised of her bitterness against Clay while Paul disappears into Macao’s teeming streets. Levinsky goes to inform Clay about what took place, but discovers the old merchant has died.

In an opening scene before the credits an assassin, Banat, is seen preparing a gun while a gramophone skips as it plays. The story that follows is the narrative of a letter from Howard Graham, an American armaments engineer, to his wife Stephanie. While journeying to the Soviet port of Batumi to return to the United States to complete his business with the Turkish Navy, Graham and his wife stop in Istanbul and are met by Kopeikin, a Turkish employee of Graham's company, who under the pretense of discussing business, takes Graham to a nightclub to introduce him to dancer Josette Maretl and her partner Gogo. When Banat tries to kill Graham during a magic act, he shoots the magician instead, and Graham is brought to the headquarters of the Turkish secret police for questioning. Colonel Haki of the secret police warns Graham that German agents are trying to kill him to delay the re-arming of Turkish ships. He shows Graham a photograph of Banat, whom he says was hired by a Nazi agent named Muller, and orders Graham to travel secretly to Batumi aboard a tramp steamer instead of by train. Haki assures him that he will personally see that Stephanie gets to their hotel in Batumi ahead of him.
