During the Vietnam War in 1968, Captain Sam Cahill (Danny Glover) has been working hard to create good relations between the United States and Montagnard Vietnamese in the village of Dak Nhe. The U.S. Army is looking to monitor enemy operations on a clandestine weapons supply route which passes near the village. Cahill is coming close to his discharge, and explains to his successor Captain T.C. Doyle (Ray Liotta), the delicate nature of Vietnamese customs as well as the counter intelligence involving covert enemy activity. In a lapse of judgment with surrounding village children, a child steals a Nestlé Crunch bar, the wrapper, which when found, lets the NVA know of the local villagers' cooperation with the Americans. As punishment, Brigadier Nguyen (Hoang Ly) of the NVA, orders his subordinate, Captain Quang (Vo Trung Anh), to kill the villagers' elephant right before a spiritual festival. To aid the villagers, Cahill promises to replace the slain elephant before their upcoming ceremony.

Two Texas-based United States Border Patrol Agents, Logan (Kris Kristofferson) and Wyatt (Treat Williams), are tasked by their obnoxious boss (Kevin Conway) to begin planting motion-detection sensors in their sector at the Federal government's request, something that Wyatt believes will lead to many of the Patrol being forcibly retired and the remaining agents stuck behind computer screens all day. While Logan and Wyatt are planting a sensor, they discover a Jeep buried in the desert containing a man's skeleton (identified as Michael F. Curtis from San Antonio), a high-powered rifle, and $800,000 in cash. Logan wants to use the money to finance their escape from their brutally hard jobs and uncertain futures, while Wyatt is reluctant; they agree to put out the Jeep's license plate information to the Sheriff's department, and later discuss the matter with Sheriff Wells (Rip Torn) who tells Logan his father Matt was a hero. They take the money to a source Logan trusts and learn the bills are legitimate but somewhat unusual, as many of them were circulated directly from the Federal Reserve in Dallas and are all dated between 1962 and 1963.

Ace Reporter Don Stevens (Christopher Walken) is an American journalist who goes to Beirut, Lebanon during the civil war. He stays in a hotel with English journalist Mike Jessop. He is promised an interview with a top PLO (Palestine Liberation Organization) leader Palestinian Yassin Abu-Riadd (Amos Lavi). However, this proves to be a set-up and he is duped into interviewing an imposter who claims the PLO are prepared to negotiate peacefully. Outraged by this deception, Stevens becomes determined to find out the truth. In this quest he is helped by a Scandinavian doctor, Linda, who it emerges is Yassin's estranged girlfriend. Along the way, Stevens is hindered by everyone around him: The PLO threaten him, the Phalangists arrest him and the Israelis ignore him. Tricked and beaten, he gradually uncovers a murder plot, double agents, the bombing of the Phalangists headquarters and, most terrifying of all, a plan to massacre hundreds of civilians. In a story that takes the lid off events in Lebanon, Don Stevens becomes a reluctant hero, and in doing so, gets the scoop of a lifetime.

Claude Hooper Bukowski, an Oklahoma farm boy, heads to New York City to enter the Army and serve in the Vietnam War. In Central Park, he meets a troupe of free-spirited hippies led by George Berger, a young man who introduces him to debutante Sheila Franklin when they crash a dinner party at her home. Inevitably, Claude is sent off to recruit training in Nevada, but Berger and his band of merry pranksters - including Woof Daschund, LaFayette "Hud" Johnson, and pregnant Jeannie Ryan - follow him to give a sendoff. They are met at the base's main gate by a surly MP, who doesn't like their looks and demands that they leave. Accordingly, Sheila flirts with an off-duty Sergeant in order to steal his uniform, which she gives to Berger. He uses it to extract Claude from the base for a last meeting with Sheila, taking his place. However, while Claude is away, the unit is suddenly rallied and flown out to Vietnam; Berger, whose ruse is somehow never detected, is taken with them. The film ends with the main cast singing at Berger's grave, followed by scenes of a large anti-war protest outside the White House in Washington, DC.
