Mithun is an honest police officer of the department and he is in love with Somy Ali. Even though he is a strict person to the outside world, he is lenient with his younger brother Saif at home. Saif Ali Khan, a "happy go lucky" guy falls in love with Shweta. Meantime, a group of five criminals (Prem Chopra, Gulshan Grover,Punit Issar, Amrit Pal and Sheila) plots a bank robbery and Saif is implicated in the robbery putting him on the run from the police. Officially Mithun is assigned the task of arresting Saif at any cost and he makes all efforts to nab Saif, but fails. Another important character is a governor, husband of Sheila. The situation become even worse when the members of the group are killed one by one. Mithun is now determined to catch Saif dead or alive. Meanwhile, Mithun also reveals that his girlfriend Somy Ali is a bar dancer who works in the bar owned by the same criminals. On the other hand, Saif also tries to collect evidence to prove his innocence to his brother, but gets in a bigger problem as Somy Ali sees him coming out of the house of the criminal who was killed.

Crime and corruption have taken over Bombay City without any solution. A rash of kidnappings of young women takes place. One auto-rickshaw driver Auto Kesariya is behind this crime. The policemen of Kala Chowki Police Station are doing little to stop these crimes. Former Assistant Commissioner of Police, Arjun Verma is reinstated and assigned to this case. Arjun gets himself deeply involved in this disappearance and the kidnappings and faces the shock and trauma of finding skeletal remains of young women who have been abducted as well as body parts stolen from innocent patients from hospitals. His personal life also turns upside down as his fiancée abandons him on his wedding day, while his niece is abducted and held for ransom, and above all Arjun Verma himself becomes the target of assassins hired by influential politicians and senior police officials.

Shaadiram Gharjode (Sadashiv Amrapurkar) is once humiliated by Hoshiyar Chand (Kader Khan) when Shaadiram goes to inform him about a family wanting to marry their son to Hoshiyar's daughter. Hoshiyar Chand insults them as he wants both his daughters to marry into the richest family. Gharjode decides to teach Hoshiyar Chand a lesson: He meets a coolie called Raju (Govinda) and they go to Hoshiyar Chand's village pretending to be a rich family. The film was made famous by the excellent portrayal of the eunuch, Maharani (Sadashiv Amrapurkar), an evil madam running a brothel that employs many girls like Pooja (Pooja Bhatt) and Chanda (Neelima Azeem). Ravi (Sanjay Dutt), a taxi driver, meets Pooja before she is bought by Maharani, and his friend Gotya (Deepak Tijori) is in love with Chanda. Ravi witnessed his sister Roopa (Soni Razdan) plunge to her death after being diagnosed with a sexually transmitted disease. She had eloped with her lover who sold her off at a brothel and forced her to become a prostitute. This violent incident has left Ravi traumatised and scarred for life, as he has become an insomniac who keeps having disturbing visions of his sister's death and is restless and violent on occasions.On one of his taxi plying days, he meets Inspector Irani (Pankaj Dheer), who Ravi recognises from an article that was published about the cop when he had won a medal. Ravi drops him off to his destination, refuses to take any money from him and the cop tells him to come to him if he ever needs help of any kind.

General Dong (Amrish Puri) is an evil dictator of a kingdom called Dongrila. He has kidnapped dozens of school girls and plans to use them as suicide bombers to bomb populated areas in India. One of his hostages is Dolly (Firdaus Dadi) who is the daughter of Major Krishna Rao (Mukesh Khanna). Deeka (Vinod Khanna) had been in jail for several crimes, including bank robberies. When his prison sentence is over, Deeka decides to go straight. Unfortunately, while in a bank, he becomes a victim of a bungling bank robber, Inder or Eena (Rishi Kapoor), who needs money to get medical treatment for his mother (Dina Pathak). When the police arrive, they witness Eena with the notorious bank robber, and come to the conclusion that Deeka has gone back to his criminal ways. Deeka's attempts to convince them are in vain, and he must escape together with Eena for now, and he does so. The police are after Deeka, and he must get a hold of Eena and get him to confess to his crime, and therefore clear his name. But Eena is unwilling to confess, and runs away from Deeka.

The film's plot revolves around Kanthaswamy (Vikram), who is an Income Tax officer in the CBI, and his friends, granting the wishes of the needy who write letters to a local Lord Muruga temple by disguising himself as an anthropomorphic rooster. During a CBI income tax raid, he discovers a stash of black money owned by Ponnusamy (Ashish Vidyarthi), a rich and corrupted entrepreneur. Ponnusamy pretends to be paralysed to escape the questioning. Angered by the news that her father is paralysed, Ponnusamy's daughter, Subbulakshmi (Shriya Saran) goes after Kanthaswamy to seek revenge by pretending to be in love with him. Kanthaswamy, knowing Subbulakshmi's real intentions plays along in the game. This forms a cat and mouse chase between the two. In a comical role, Thengakadai Thenappan (Vadivelu) is also sought after by a local police inspector who tries to solve the mystery of "Lord Muruga saving the people". The fate of Kanthaswamy's disguise leads into the climax of the story. The local police inspector was able to bring out the truth that a CBI is involved in the role behind the secret work of helping the needy people although he was not able to confirm it. Kanthaswamy finds the password of Subbulakshmi's family bank account, in which the black money is illegally saved. He tricks Subbulakshmi into revealing the password and answers for the security questions indirectly. Kanthaswamy finally transfers the money to his account which would be used for helping the poor and needy people. Ironically, in the end, Subbulakshmi's father was paralysed at the end knowing that the password which was used by him to access his black money was changed. After that Subbulakshmi and Kanthaswamy were married and were living in northern India. Kanthaswamy saw some letters tied to a tree, just like the ones at the Lord Muruga temple. He reads one and puts it into his pocket with a secret smile, which meant he will pursue being the anthropomorphic rooster again.

The Irish American fraternal twin brothers, Connor and Murphy MacManus, attend a Catholic Mass, where the priest mentions the fate of Kitty Genovese. Later, while celebrating St. Patrick's Day with friends, the two get into a bar brawl with three Russian mobsters who want to close the pub and take over the land it is built on. The two brothers try to reason with the mobsters, but they respond with violence, only to be quickly and embarrassingly dispatched by the brothers and other patrons of the bar. The next morning, two of the Russians seek revenge on Connor and Murphy, who kill the mobsters in an act of self-defense.
