Harry Tasker leads a double life, performing covert missions for the U.S government under a counter-terrorism task force called "The Omega Sector" using the cover of a traveling computer salesman. In the 1990s, U.S. National Security Agency official Thomas Bryan Reynolds (Jon Voight) meets with congressman Phil Hammersley (R-NY) (Jason Robards) in a public park to discuss support for new counter-terrorism legislation the U.S. Congress is pushing that dramatically expands the surveillance powers of intelligence agencies on individuals and groups. Hammersley remains committed to blocking its passage, since he believes it would almost totally destroy the privacy of American citizens. Reynolds has his team murder Hammersley, spread heart pills over his car, place him in the car and push it in a lake to make it look like he had a heart attack. In the aftermath, they discover too late that wildlife researcher Daniel Zavits (Jason Lee) had a camera aimed in the woods at their location. Zavits inspects the footage, transfers the video to an innocuous video game disc and flees the apartment ahead of Reynolds's team.

Wilde, whose character is never named, plays a professional safari guide leading two white men (Gert van den Bergh and Patrick Mynhardt) and their troupe on an elephant hunt through the African veldt during the colonial era. When the group intrudes on a local tribe's territory, some natives politely accost them, expecting to be bought off with gifts. Although the guide advises his client to be courteous, warning "they could give us a bad time," the client refuses to offer anything and insults the natives, sending them away empty-handed. Later, the tribe returns en masse, captures the entire party, and puts the captives to death, using various cruel and unusual methods. One man is covered in clay and roasted alive on a spit; another is tarred, feathered, and trussed, then chased and killed by all the women. The man who insulted the tribesmen is trapped in a ring of fire with a poisonous snake.

Robbie (Jon Whiteley), an orphaned 6-year-old boy, has been placed with uncaring and harsh adoptive parents in London. Having accidentally set a small fire in the house, and fearing he will receive severe punishment as he has in the past for misdemeanours, he flees into the London streets. He finally takes shelter in a derelict bombed-out building, where he stumbles across Chris Lloyd (Dirk Bogarde) and the body of the man Lloyd has just killed – his employer, who Lloyd had discovered was having an affair with his wife. Now on the run, and aware that Robbie is the only witness to his crime, Lloyd realises that he will have to get out of London and that he has no option but to take the boy with him. The film follows the pair as they travel northwards towards Scotland with the police in somewhat baffled pursuit, and charts the developing relationship between the two. Initially Lloyd regards Robbie dismissively, as an unwanted inconvenience, while Robbie is wary and suspicious of Lloyd. As their journey progresses however, the pair gradually develop a strong bond of friendship, trust and common cause, with both feeling they have burned their bridges and now have nothing to lose. They finally reach a small Scottish fishing port, where Lloyd steals a boat and sets sail for Ireland. During the voyage Robbie falls seriously ill, and Lloyd turns the boat back towards Scotland, where he knows the police are waiting for him.

The story takes place involving three different people who all work together in the same supermarket over the 24 hour period leading up to Christmas. Ronna (Sarah Polley) is broke and about to be evicted from her apartment. Despite having worked for 14 hours, she agrees to take her British co-worker Simon's (Desmond Askew) shift. While working, she's approached by two men, Adam (Scott Wolf) and Zack (Jay Mohr), who ask if she can come up with 20 hits of ecstasy, which they were hoping to buy from Simon. Realizing she can make some money from the deal, she goes to Simon's dealer Todd Gaines (Timothy Olyphant). Because she doesn't have enough money, Ronna has to leave her friend and co-worker Claire (Katie Holmes) with Todd until she makes her deal. Once she tries to make the deal, she grows suspicious when Burke (William Fichtner), a person she never met before and who is with Adam and Zack, presses her for the drugs. In a panic, she flushes the drugs down the toilet and manages to get out. Ronna then swaps the pills she flushed with aspirin pills she steals with the help of Mannie (Nathan Bexton), Ronna and Claire's friend (and also co-worker in the supermarket), who had swallowed two of the pills without knowing their strength. Ronna hands off the pills to Todd and she, Claire and Mannie make their way to a rave party. Todd soon realizes that he's been given fake pills and goes after Ronna. Mannie sees Todd coming and Ronna hides Mannie when he starts to become sick. In the parking lot of the party Todd confronts Ronna, but before he can shoot her a car runs her over and dumps her off the side of a small cliff, leaving her fate unknown.
