The film begins showing the roots of punk music with many views on various artists and genres who accentuated the beginning of the genre, like the MC5 and the Velvet Underground. Punk: Attitude then proceeds chronologically to sort through the various artists and alumni who were central to the movement, drawing light on the general idea or "Attitude" of the punk movement, which spoke out for a generation. Bands such as The Ramones, The Stooges, The Clash and The Sex Pistols feature prominently throughout. The movie offers a canvas of praise and respect given from many interviewees as these bands are heralded commonly as the beginning of Punk progressively through the movie. Rare concert footage and personal accounts of gigs and band meetings highlight the aggression and destructive entities with surprising accuracy.

The film is narrated in flashback by Jake Briggs (Eric Stoltz), a young aspiring playwright, culminating in the production of one of his plays off-Broadway by agent Carl Fisher (Tony Curtis). The play is a flop, at least in part because the lead parts are given to two actors, Dana Coles and Jason Brett (Kathleen Turner and Chris Noth), who are "not right" for the roles. Along the journey, Jake reviews his relationships with girlfriend Joanne (Mary-Louise Parker), best friend Chris (Ralph Macchio), his mother Shirley (Jill Clayburgh), and his mostly absentee father Roman (Paul Guilfoyle). The film ends with Jake and Joanne going their separate ways, mostly because of competing career goals, and Jake hoping to write more plays with greater success.

Jay Trotter drives a cab. His friend Looney, also a cab driver, has a secret microphone in his taxi to record his passengers' conversations. Looney has a tape of two men talking about a horse race and how one of the horses, due to some unethical practice by its owner, is a sure thing to win big. Jay goes to the track to place a bet—despite the fact that the day before, he told his wife Pam that he would quit betting and be home to "start their marriage over" at noon. In the restroom of the bar next door, he prays to God, "Just one day, that's all I'm asking for, one day, I'm due." A man exiting the bathrooms says "Ya? So's Jesus. Let it ride." Jay promptly places a $50 bet. The horse wins in a photo finish and pays $28.40 to win (earning him $710).
