In 1968, America was divided over the Vietnam War. Due to the growing anti-war movement, President Lyndon B. Johnson announced that he would not run for re-election. Democrat Robert Kennedy, the Presidential hopeful, was assassinated that summer. The Democratic National Convention was held in Chicago where leaders of the anti-war movement planned a protest. During the protest, Chicago Mayor Daley used police force to brutally quell the rally, and as a result, rioting broke out in the streets. One person was killed, hundreds were injured and thousands were arrested. One year later, newly elected President Richard Nixon gave the green light to prosecute eight men who were accused of conspiracy to incite a riot. The FBI brought them to Chicago, where they stood trial. They were known thereafter as The Chicago 8.

A group of friends are having fun but their happiness is short lived when two twins who have the ability to force them to harm themselves. The two twins force the group to stop what they are doing and play Russian roulette. First round the gun spins and is directed to one of the friends who puts the gun to his head but there are no bullets.The second round one of the friends spins the gun and puts the gun to his head and pulls the trigger blows his brain out we see blood splatter on the walls. 3rd round it moves to another person this time he points the gun to his mouth and pulls the trigger and his whole brain is blown off the screen. After the death of four high school students (at least the first two from playing Russian Roulette), Detective Lampkin launches an investigation. While interviewing students in the school, one student named Katie Dunn mentions the weird twins, Jonah and Seth Trimble. Lampkin summons the brothers for interrogation. Lampkin is a haunted man, traumatized by his inability to save his beloved wife from a fire, deeply scarring both his face and his soul. He often goes to his psychiatrist to cure him of his wife's death, but it proves to no avail.

The film opens on a close-up of a frightened woman's eyes. The camera pulls back to reveal that she's undergoing a blind tasting of coffee by local TV reporter CJ Nicholas (Jesse Metcalfe). He heads to the courthouse to watch Shreveport District Attorney Mark Hunter (Michael Douglas) give his final argument on a murder case. CJ pigeonholes Assistant D.A. The film centers on Devon Miles (Cannon), a teen who has just graduated from a high school in New York City. Upon graduating, Devon heads to Atlanta, Georgia to attend the fictitious Atlanta A&T University, a historically black college that takes enormous pride in its marching band. Devon was personally invited to attend on full scholarship by Dr. James Lee (Jones), head of the band, for his prodigious talents. The A&T band separates itself from its competitors by requiring all members to read music, by focusing on various styles of music rather than what music is currently popular on the radio, and dedication to the teamwork emphasized "one band, one sound" concept. The band has a preseason that is similar to an athletic team's induction in that it is very physically and mentally difficult. It challenges all recruits to push themselves past what they previously thought were their limits. At the end of preseason, the musicians audition for spots on the field, and Devon is the only freshman to make P1, the highest level player. While going through his rigorous process, Devon also finds time to romance an upperclassman dancer, Laila (Saldana).
