During the First World War, two French aviators, aristocratic Captain de Boeldieu (Pierre Fresnay) and working-class Lieutenant Maréchal (Jean Gabin), embark on a flight to examine the site of a blurred spot on photos from an earlier air reconnaissance mission. They are shot down by a German aviator and aristocrat, Rittmeister von Rauffenstein (Erich von Stroheim). Von Rauffenstein, upon returning to base, sends a subordinate to find out if the aviators are officers and, if so, to invite them to lunch. During the meal, von Rauffenstein and de Boeldieu discover they have mutual acquaintances—a depiction of the familiarity, if not solidarity, within the upper classes that crosses national boundaries.

Children of Paradise is divided into two epochs, Boulevard du Crime ("Boulevard of Crime") and L'Homme Blanc ("The Man in White"). The first begins around 1827, the second about seven years later. The action takes place mainly in the neighborhood of the Boulevard du Temple in Paris, nicknamed "Boulevard of Crime" because of all the melodramas and bloody scenarios offered to the largely plebeian public each evening. There are two principal theaters: the Théâtre des Funambules ("Theater of Tightrope Walkers") specializes in pantomime, since the authorities do not allow it to use spoken dialogue, which is reserved for the "official" venue, the Grand Theater.

Les parents de Thérèse et Denise Voise viennent de mourir, et Thérèse annule son entrée imminente au couvent pour s’occuper de sa sœur cadette. The setting is Paris in the early 1900s ("1906, perhaps") and much of the action takes place in a silent film studio. Émile, a director, advises his shy young employee Jacques to adopt his own carefree attitude towards women ("one lost, ten found"). Émile takes under his wing Madeleine, the daughter of his old friend Célestin, when she arrives from the country; he offers her a place to stay and a job at his studio, and he starts to fall in love with her. When Jacques returns from military service, he and Madeleine are drawn to each other but they feel guilty about betraying the fatherly Émile. Émile finally realises the truth and decides that he must not stand in the young couple's way.
