In District 12, Katniss Everdeen volunteers when her younger sister Primrose is initially chosen by lot. She and the male Tribute, Peeta Mellark, are escorted to the Capitol by chaperone Effie Trinket and their mentor Haymitch Abernathy, a past District 12 victor and alcoholic. Michael Sullivan Sr. (Hanks) is an enforcer for Irish mob boss John Rooney (Newman) in Rock Island, Illinois during the Great Depression. Rooney raised the orphan Sullivan and loves him more than his own biological son, the unstable Connor (Craig). Connor snaps and kills disgruntled associate Finn McGovern when meeting him with Sullivan, resulting in Sullivan gunning down McGovern's men. Sullivan's twelve-year-old son Michael Sullivan, Jr had hidden in his father's car and witnesses the event. Despite Sullivan swearing his son to secrecy and Rooney pressuring Connor to apologize for the reckless action, Connor murders Sullivan's wife Annie and younger son Peter, mistaking him for Sullivan, Jr. He then sends Sullivan to an ambush at a speakeasy but Sullivan realizes and escapes to Chicago with his son to seek Al Capone, for work and to discover the location of Connor, who has gone into hiding.

The film is set in 1880 in Big Whiskey, Wyoming, where Little Bill Daggett, the local sheriff and former gunfighter, does not allow guns or criminals in his town. Two cowboys, Quick Mike and "Davey-Boy" Bunting, disfigure prostitute Delilah Fitzgerald after she laughs at the small size of Quick Mike's penis. Instead of punishing the cowboys, Little Bill allows them to pay compensation to the brothel owner, Skinny Dubois. The rest of the prostitutes, led by Strawberry Alice, are infuriated by this leniency and offer a $1,000 reward to whoever can kill the cowboys.

After the death of a 19-year-old girl named Emily Rose, the cause of which was self-inflicted wounds and malnutrition, a priest named Richard Moore is charged with negligent homicide. The archdiocese wishes for Father Moore to plead guilty, so that the incident can be covered up. A lawyer named Erin Bruner is hired to help Father Moore negotiate a plea deal, but Father Moore insists on pleading innocent. At the trial, the prosecutor Ethan Thomas asks for the expert opinion of two doctors, who agree that Ms Rose was possessed by an invisible creature. A few days later, she suffered from a seizure and was admitted to the hospital, during which the demons attacked again and infested her.

In 1958, two U.S. Air Force pilots and aspiring astronauts, William "Hawk" Hawkins (Tommy Lee Jones) and Frank Corvin (Clint Eastwood), are testing a modified X-plane when Hawk decides to try to break a height record. The plane stalls and they are forced to eject, narrowly missing a B-50 Superfortress piloted by navigator "Tank" Sullivan (James Garner) as they parachute to safety. On the ground, Frank punches Hawk for putting their lives at risk, but their fight is broken up by engineer Jerry O'Neill (Donald Sutherland). Their supervising officer, Bob Gerson (James Cromwell), chastises Hawk for his recklessness, before taking them to a press conference, where it is announced that the Air Force will no longer be involved in space flight tests as this has now been handed off to the newly created NASA, ending the four's dreams of reaching space.

On 11 February 1990, Nelson Mandela is released from Victor Verster Prison after having spent 27 years in jail. Four years later, Mandela is elected the first black President of South Africa. His presidency faces enormous challenges in the post-Apartheid era, including rampant poverty and crime, and Mandela is particularly concerned about racial divisions between black and white South Africans, which could lead to violence. The ill will which both groups hold towards each other is seen even in his own security detail where relations between the established white officers, who had guarded Mandela's predecessors, and the black ANC additions to the security detail, are frosty and marked by mutual distrust.

In Los Angeles in 1928, single mother Christine Collins (Jolie) returns home to discover her nine-year-old son, Walter (Gattlin Griffith), is missing. Reverend Gustav Briegleb (Malkovich) publicizes Christine's plight and rails against the Los Angeles Police Department (LAPD) for its incompetence, corruption and the extrajudicial punishment meted out by its "Gun Squad" led by Chief James E. Davis (Feore). Several months after Walter's disappearance, the LAPD tells Christine that he has been found alive. Believing the positive publicity will negate recent criticism of the department, the LAPD organizes a public reunion. Although "Walter" (Devon Conti) claims he is Christine's son, she says he is not. Captain J. J. Jones (Donovan), the head of the LAPD's Juvenile Division, insists the boy is Walter and pressures Christine into taking him home "on a trial basis".

On assignment in Thailand, French television journalist Marie Lelay (Cécile de France) is shopping for souvenirs for her lover's children. She finds a stand where a mother and her daughter work; they sell gifts to Marie for a dollar. Her lover Didier (Thierry Neuvic) looks over the balcony and witnesses the 2004 Indian Ocean tsunami coming into shore. It hits as Marie watches from a distance. She grabs hold of the girl and runs away from the shore but is quickly swallowed by the wave. Pulled lifeless from the water, she is resuscitated by rescuers but is left for dead. She gasps back to life after having a near-death experience in which she sees a vision of human figures inhabiting a realm of light, among them the silhouettes of the mother and daughter holding hands. Marie and Didier are soon reunited as the disaster subsides and they return to Paris. Marie's experience, however, interferes with her work performance to the point that Didier (who is also her producer) sends her on a leave of absence to write the book they've discussed, which would add to her prestige.

The film opens with J. Edgar Hoover in his office during his later years. He asks that a writer, known as Agent Smith, be let in, so that he may tell the story of the origin of the FBI for the sake of the public. Hoover explains that the story begins in 1919, when A. Mitchell Palmer was Attorney General and Hoover's boss at the Justice Department. Palmer suffers an assassination attempt, but is unharmed when the bomb explodes earlier than intended. Hoover recalls that the police handling of the crime scene was primitive, and that it was that night that he recognized the importance of criminal science. Later, Hoover visits his mother, Anna Marie, and tells her that Palmer has put him in charge of a new anti-radical division, and that he has already begun compiling a list of suspected radicals. He leaves to meet Helen Gandy, who has just started as a secretary at the Justice Department. Hoover takes Gandy to the Library of Congress, and shows her the card catalog system he devised. He muses about how easy it would be to solve crimes if every citizen were as easily identifiable as the books in the library. When Hoover attempts to kiss her, she recoils. Hoover gets down on his knees and asks her to marry him, citing her organization and education, but his request is once again denied. However, Gandy agrees to become his personal secretary.
