Young urban professionals Jesse (Arye Gross) and his girlfriend Kate (Lar Park Lincoln) move into an old mansion that has been in Jesse's family for generations. They are soon joined by Jesse's goofy friend Charlie (Jonathan Stark), who brought along his diva girlfriend Lana (Amy Yasbeck), in the hopes of being discovered by Kate, who works for a record company. Jesse has returned to this old family mansion after his parents were murdered when he was a baby. While going through old things in the basement, Jesse finds a picture of his great-great grandfather (and namesake) in front of a Mayan temple holding a crystal skull with jewels in the eyes. In the background is a man Jesse learns is Slim Razor, a former partner of his great-great grandfather turned bitter enemy after a disagreement over who would get to keep the skull.

In the town of Crescent Cove, California, Farmer Gene Green spies an object fall to Earth. Believing it to be Halley's Comet, he goes to find it, coming across a large circus tent-like structure. He is at first amused by the sight, but he and his dog Pooh Bear are quickly captured by mysterious clown-like aliens. Meanwhile, Mike Tobacco and his girlfriend Debbie Stone also investigate. Coming across the same structure, they discover a complex interior that looks nothing like a circus tent. They discover the old man in a cotton candy-shaped cocoons and are nearly captured by the alien clowns, who coat them with a popcorn gun as they escape. A balloon-animal dog that comes to life gives chase.

Anna Quarrels (Rhonda Griffin), librarian in the Rare Books Room, is approached by Mr. Jamison from the University of Chicago who wishes to study Mary Shelley's original manuscript for "Frankenstein; or, The Modern Prometheus". After he's finished, Anna is about to return the manuscript to the stacks when she discovers that Jamison has switched blank paper for the manuscript and walked out of the library with it. Investigating, she learns he used a fake I.D. to access the Rare Books Room and so hires Private Detective, David Raleigh (Justin Lauer) to track him down. David finds fingerprints on the sign-in sheet and discovers the man claiming to be Jamison is really Dr. Winston Berber, an unscrupulous scholar with doctorates in Physics, Mathematics, Folklore, and Philosophy. Berber (Bill Moynihan) is meanwhile gloating over his collection of rare manuscripts; along with the Shelley manuscript, he has obtained the originals of Guy Endore's "The Werewolf of Paris" (1933) and James Putnam's "Mummy" (1993). He now seeks the first edition of Bram Stoker's "Dracula" (1897) to complete his collection. Berber has invented an "Archetype Inducer" and plans to use the manuscripts to bring the four greatest monsters from horror history to life to do his bidding.

The film begins with an urban couple driving through the countryside in what looks like a cinema advertisement. The scene comes to a halt with a fatal accident. The rural Australian town of Paris arranges fatal accidents to visitors driving through. Townspeople collect items from the luggage of the deceased passengers whilst survivors are taken to the local hospital where they are given lobotomies with power tools and kept as "veggies" for medical experiments by the earnest town surgeon. The young men of the town salvage and modify the wrecked vehicles into a variety of strange-looking cars designed for destruction.

Ralph Lavie (Dean Cameron) is a friendly vampire. He's 400 years old and still lives with his mother, Phoebe (Toni Basil), who is also a vampire. Ralph is living under a curse. A gothic high-school comedy with a Carrie-like story. Cherri (Sarah Silverman) and Rod (Dermot Mulroney) are the high-school king and queen and they justifiably rule their domain. Spud (Eric Gilliland), the new kid in town, accidentally offends both Cherri and Rod and so is forced to become Cherri's slave. Naturally, they immediately hate each other, but later fall in love. Cherri and Spud secretly decide to go to the prom together, and on prom night a rejected Rod forces their car off the road and into the lake. In true 50's ballad style, their car sinks to the bottom of the lake as they share one last kiss. While the bodies of Cherri and Spud lie in a timeless embrace, Rod is successful in thwarting any investigation and is able to get away with murder. On the night of the following year's prom, the car magically comes to life and slowly drives out of the lake with Cherri and Spud, as if nothing had happened, only this time their bodies are in an advanced state of decomposition. Their rusty and water-logged car drives to the prom and just as Rod is about to crown himself new king of the prom, Cherri and Spud enter the ballroom - the spotlight follows them as they cross the dance floor, with all the attendees in shock. As they approach the stage, spiders, bugs, snakes, lizards and fish ooze from their sagging skin and skeletal bodies, and the prom attendees freak as they mount the stairs to the stage. Spud takes the crown and places it on Cherri as the animals attack and devour Rod.
