The film takes place with the summoning of a Japanese martial artist Ken Tani (Sho Kosugi) (codenamed the "BLACK EAGLE"), assigned on a U.S. Governmental mission to retrieve a top secret laser tracking device that was on board a shot down F-111 jet. Ken Tani along with the assistance of his two, brave young sons and his CIA aide Patricia Parker (Doran Clark) must track down the tracking device before the KGB steal it. Ken Tani inevitably comes face to face with a skilled enemy in the form of a KGB team leader named Andrei (Jean-Claude Van Damme).
The movie takes place as two parallel plots separated by couple years: In 1982, Wylie Cooper (Moore), is an engineer developing a targeting system on a tank for the United States Army. In 1984, Murphy is US Army Lt. Landry, an American tank commander sent to Kuwait to demonstrate "XM-10 Annihilator", America's latest main battle tank, which is equipped with Cooper's system. Because of the tank's poor design and shoddy construction, Landry and his crew are barely able to control or navigate the XM-10 before it leaves the proving grounds and wanders into a combat zone during Iraq's invasion of Kuwait (an unintentional foreshadowing of the Gulf War that occurred six years after the release of the film).
The film opens with John Steed (Ralph Fiennes), agent of The Ministry, in a training course which he finishes successfully. Next, we see Dr. Emma Peel (Uma Thurman) at home where she receives a phone call telling her to go to a gentlemen's club - no women allowed - where she meets Steed for the first time. The two head off to the Ministry to meet Mother (Jim Broadbent), who informs them the Prospero project - an attempt to influence the weather - was sabotaged apparently by Emma Peel. Dr. Peel claims she is innocent, but she is sent to work alongside Steed to find the real culprit. Mother's off-sider, Father (Fiona Shaw), claims Peel suffers from a mental disease. They go off to visit Sir August De Wynter (Sean Connery), an old ally of The Ministry. He takes an instant liking to Peel, as they both share a love of weather.
Chris Cody (Steven Seagal) is a top-ranked mercenary who took part in an undercover operation to stop a major terrorist strike on U.S. soil a strike that the UN refused to believe was about to happen. Cody had to break a number of laws in order to do the job, and he's in a military prison.
Returning home with his mother Vinn (Talisa Soto) from a trip to Berlin, Michael Gant, the son of Defense Intelligence Agency (DIA) director Robert Gant (Gregg Henry), is kidnapped and his security detail is wiped out by the attacker, ex-DIA agent Sever (Lucy Liu). FBI agent Jeremiah Ecks (Antonio Banderas), left the agency after his wife Rayne was killed in a car bombing. His old boss, Julio Martin (Miguel Sandoval), asks him to investigate the Gant case. He claims that Rayne is still alive and he will give Ecks the information on her whereabouts, if he helps take down Sever. Ecks agrees and realizes Sever must be an orphan Chinese girl the DIA adopted to train as a covert operative and assassin with "no fear, no conscience and no morality." Meanwhile, Gant executes the only survivor of Michael's security detail. He then orders his elite agents, led by A. J. Ross (Ray Park), to pursue Sever and rescue Michael.
American Intelligence officials learn that Soviet spies have begun exploring a remote region of the Alaskan Territory in search of answers to the worldwide reports of "flying saucers." A wealthy American playboy, Mike Trent (Mikel Conrad), who was raised in that remote region, is recruited by intelligence officer Hank Thorn (Russell Hicks) to assist a Secret Service agent in exploring that area to discover what the Soviets may have found.

Organization of Super Spies (OSS) agent Marissa Wilson (Jessica Alba) is leading a team of agents attempting to capture a criminal named Tick Tock (Jeremy Piven), who purchases a mini-disk stolen from OSS. Despite being nine months pregnant and going into labor, she continues her pursuit, against the admonitions of her boss, Danger D'Amo (also played by Jeremy Piven). Tick Tock is captured and the mini-disk, which contains information on a weapon of mass destruction called Project: Armageddon, is retrieved.
The plot concerns a mercenary named Michael Gold (Lee) who is sent to convince Dr. Braun (Borgnine), a Laser specialist, to defect to the United States before the KGB acquire him and use both his talent and a stolen diamond to create a nuclear weapon. Dr. Braun is captured by the KGB and Gold is sent on a mission to rescue both him and the diamond. He has to enlist the help of Dr. Braun's daughter Alissa (Debi Monahan), whom he eventually falls for. The pair confront Col. Kalishnakov (Graham Clarke), whom they kill by hitting him with a truck in the climax of this story.

Like in the books Malko is a nobleman whose family bequeathed him a huge castle and an aristocratic appearance but no sufficient means to sustain the inherited premises or to keep up the appropriate life style. This time it is the castle's roof that requires work and forces Malko to accept another CIA mission. The secret service is worried about rumours which endanger the US-American reputation. It was brought to the CIA's notice that a former collaborator named Enrique Chacon (Raimund Harmstorff) allegedly went rogue in San Salvador. Malko is supposed to investigate Chacon over the atrocities of death squads and then do whatever seems fit against the background of his findings. So he travels to San Salvador and goes about it. Soon he becomes a witness to the crimes of the death squads and eventually he has to realise how Chacon is indeed the driving force for all that. That leaves him no other choice than to render Chacon harmless for good before he can return to his castle and his fiancée, Countess Alexandra (Sybill Danning).
A Russian submarine lands one of their agents disguised as a cowboy carrying a rabbit that is carrying a deadly virus. The Soviets plan for the rabbit to infect the United States through breeding with American rabbits with the goal of killing large numbers of Americans.
Adam Chance (Peter Mark Richman), works for an American agency, H.A.R.M. (Human Aetiological Relations Machine). He is assigned to protect Dr. Jan Steffanic (Carl Esmond), a recent Soviet defector who has developed a new weapon which fires spores that upon contact with skin slowly eat the body away.
This is not a Bulldog Drummond picture despite the title playing off Jack Buchanan and his previous association with the character. Here he plays the role of Test Pilot 'Bulldog' Bill Watson. His friend Derek Sinclair (Sebastian Shaw) is convinced that the new man in his love's life is collaborating with the Nazis by sabotaging an armaments plant.
