Set in the future, youth gang violence is so high that the areas around some schools have become "free fire zones", into which not even the Police will venture. In this sequel to the 1990 movie Class of 1999, the setting is still a violent future metropolis where gangs rule the hallways and themes like education and higher learning are a mere memory. Jenna McKenzie is a young, sweet high school teacher who witnesses the killing of one of her students by gang member Sanders. Jenna wants to testify, so Sanders and his thugs try to intimidate her with threats and even going as far as to try to rape her. The principal cannot suspend Sanders without definite proof of wrongdoing, the cops have no evidence and Jenna's boyfriend Emmett wants to deal with Sanders himself, but Jenna does not want him to do that. Jenna starts to question whether or not suspending Sanders will improve the educational system or not. Enter John Bolen, a substitute teacher who believes in extremely strict discipline. Jenna takes a liking to him and feels she has found a friend who is willing to listen to her problems. John teaches Jenna that students should not be allowed to gain control of any situation in the classroom and that she must have a firm hand when it comes to teaching students. When Sanders and his gang try again to harm Jenna, John shows up in the nick of time and defends her from harm. John realises that Sanders and his crew have no respect for the faculty and decides to kill the gang members one by one. Then, Emmett and the local sheriff learn that an ex-C.I.A. operative named Gordon Ash is in town and is tailing John. It turns out that John is not an ordinary teacher after all: it seems that he believes he is the last of a group of cybernetic fighting machines who are programmed to teach students and discipline those who misbehave. But, in reality is only a human ex-soldier wearing body armor. As it happens, Sanders and his group are at the top of John's "Termination" list. But then, John starts to malfunction and starts to target almost everyone for termination, even Jenna.

At Kinetech Labs, an inventor named Allan Topher designs a robot for search and rescue, but when he finds out that the robot will be used for military purposes, he programs the robot to flee. The robot escapes but is damaged in the process. It is discovered by 12-year-old Henry Keller, who fixes it and names it Cody. The robot does not remember its past, and Henry and Cody develop a friendship. Eventually, Cody regains his memory and Henry gives Cody back. The inventor feels guilty for taking Cody away, so he returns the robot to Henry. Allan meets Henry's mother, Joanna, and they get along really well. Kinetech finds and corners Cody and Henry. Cody activates another function of his, and takes off with Henry, flying high up into the sky. They reunite with Meagan but when they call their mother, they find out that Kinetech has kidnapped both their mother and Allan so that they can get the robot back. Meagan, Henry and Cody embark to save them and to bring down Kinetech.

When a test group says the company's latest video game, Evilution, is too boring, the game's development team is fired. Businessman Peter Drummond hires three new programmers: A weapons expert named Hardcore, a game artificial intelligence designer named Sol, and a sound effects creator named Bug. Faye Clayton promises $1 million to the programmer who makes the game the "scariest", igniting a fierce rivalry between the trio. During a storm three weeks later, lightning strikes the building and causes all of the computers and electronic equipment to go offline. After a meeting with Drummond, the three programmers decide to try out the game with the help of Clayton Software intern Laura Wheeler. The game involves a motion capture suit that is connected to the computer network and used to program the game's movements. Peter places a backup CD into the external drive while the others set up. Bug, Hardcore, and Sol soon lose the game, and are surprised to see Laura get all the way to the final boss.

In the year 2074, the cybernetics market is dominated by two rival companies: USA's Pinwheel Robotics and Japan's Kobayashi Electronics. "Daryl" (whose name is an acronym for "Data-Analysing Robot Youth Lifeform") (Barret Oliver) is an experiment in Artificial Intelligence, created by the government. Although physically indistinguishable from an ordinary ten-year-old boy, his brain is actually a supersophisticated microcomputer with several unique capabilities. These include exceptional reflexes, superhuman multitasking ability, and the ability to "hack" other computer systems. The D.A.R.Y.L. experiment was funded by the military, with the intention of producing a "super-soldier". One of the original scientists has misgivings about the experiment and decides to free Daryl, but is killed in the process.

The two lead characters appear as the robotic forms of Daft Punk and are credited as "Hero Robot No. 1" and "Hero Robot No. 2". One wears a silver helmet and the other wears a golden one. An opening scene shows the duo driving in a 1987 Ferrari 412 with its license plate displaying "HUMAN". After passing through a Southwestern United States landscape, the duo arrives by car at a town in Inyo County, California. The town's resident are also shown to be robots physically identical to the two main characters, but at different ages, with different clothing and alternating gender.
