In the opening scene, Scrat, the saber-toothed squirrel climbs a glacier to bury his acorn, but accidentally opens a hole in it, causing water to spurt out. The world of ice is slowly melting. The creatures of the Ice Age are all shown enjoying themselves on slides and pools made by the melting ice; among them the three protagonists of the first film: Manny, Sid, and Diego. Sid opens a small day camp, where none of the younger creatures take him seriously, nor do Manny and Diego, which leaves Sid seeking a daring deed. Fast Tony, a local con artist is claiming that the earth will flood and that the bark and reeds which he sells are needed to stay alive. Manny dismisses the idea, but is distracted when he sees that Sid will try to high dive from a giant waterfall; as Manny goes with Diego to the top of the waterfall to save Sid from his act of daredevilry, suddenly the ice under Diego's feet was breaking, causing him to bolt in fear, this also made Sid figure that Diego is afraid of the water. The herd figure that the pleasant weather has caused the ice shelves to melt, and it is kept from destroying the valley only by the glaciers, which have formed a dam.

Jack Frost is awakened from the depths of a frozen pond with amnesia. Upon discovering no one can see or hear him however, he wanders off alone. A dust speck is dislodged from its obscure place and sent adrift through the Jungle of Nool. At the same time, Horton the elephant (Jim Carrey), the jungle's eccentric nature teacher, takes a dip in the pool. The dust speck floats past him in the air, and he hears a tiny yelp coming from it. Believing that an entire society of microscopic creatures are living on that speck, he places it atop a clover. Horton finds out the speck harbors the city of Whoville and its inhabitants, the Whos, led by Mayor Ned McDodd (Steve Carell). He has a wife, Sally (Amy Poehler), 96 daughters (whose names all begin with the letter H), and one teenage son named JoJo (Jesse McCartney). Despite being the oldest and next in line for the mayoral position, JoJo doesn't want to be mayor, and because he's so scared of disappointing his father, never speaks. Once Horton begins carrying the speck with him, the city starts experiencing strange phenomena (earthquakes and changes in the weather), and the Mayor finds his attempts to caution Whoville challenged by the Town Council, led by the opportunistic yet condescending Chairman (Dan Fogler).

The film revolves around a special team of trained secret agent animals, equipped with advanced tools that allows the mammalian members to talk to humans. The primary field team consists of guinea pigs Darwin (team leader), Juarez (martial arts), and Blaster (weapons/transportation), star-nosed mole Speckles (cyber intelligence) and fly Mooch (reconnaissance). The unit's leader Ben, orders an unauthorised infiltration of the residence of home electronics and appliances magnate, Leonard Saber, the owner of Saberling Technology, who has been under FBI investigation. The team is able to retrieve sensitive information about a sinister scheme that is set to occur in 48 hours. However, when Ben's superior arrives for his evaluation, his astonishment at the team's capabilities and technology is overcome by his indignation at Ben's unauthorized mission and the fact that the downloaded intelligence appears to be useless information about Saber's coffee makers. As a result, the government agent orders the unit shut down, the equipment seized and the animals to be used as experimental subjects to be killed. With the help of their human compatriots, Darwin, Juarez, Blaster, Mooch and Speckles escape with hopes of stopping Saber's scheme, but find themselves in a pet carrying case bound for a pet shop.

Horton finds out the speck harbors the city of Whoville and its inhabitants, the Whos, led by Mayor Ned McDodd (Steve Carell). He has a wife, Sally (Amy Poehler), 96 daughters (whose names all begin with the letter H), and one teenage son named JoJo (Jesse McCartney). Despite being the oldest and next in line for the mayoral position, JoJo doesn't want to be mayor, and because he's so scared of disappointing his father, never speaks. Once Horton begins carrying the speck with him, the city starts experiencing strange phenomena (earthquakes and changes in the weather), and the Mayor finds his attempts to caution Whoville challenged by the Town Council, led by the opportunistic yet condescending Chairman (Dan Fogler).

The film revolves around a special team of trained secret agent animals, equipped with advanced tools that allows the mammalian members to talk to humans. The primary field team consists of guinea pigs Darwin (team leader), Juarez (martial arts), and Blaster (weapons/transportation), star-nosed mole Speckles (cyber intelligence) and fly Mooch (reconnaissance). The unit's leader Ben, orders an unauthorised infiltration of the residence of home electronics and appliances magnate, Leonard Saber, the owner of Saberling Technology, who has been under FBI investigation. The team is able to retrieve sensitive information about a sinister scheme that is set to occur in 48 hours. However, when Ben's superior arrives for his evaluation, his astonishment at the team's capabilities and technology is overcome by his indignation at Ben's unauthorized mission and the fact that the downloaded intelligence appears to be useless information about Saber's coffee makers. As a result, the government agent orders the unit shut down, the equipment seized and the animals to be used as experimental subjects to be killed. With the help of their human compatriots, Darwin, Juarez, Blaster, Mooch and Speckles escape with hopes of stopping Saber's scheme, but find themselves in a pet carrying case bound for a pet shop.

In fictional Oakton City, purple squirrel Surly and his mute rat partner, Buddy, reside in Liberty Park where their thieving reputation has made them outcasts. A group of urban animals led by Raccoon and his cardinal assistant, are running low on food for winter. Red squirrel Andie and gray squirrel Grayson, a self-styled hero, compete with Surly and Buddy to scavenge from a peanut cart manned by criminals Lucky and Fingers, who are casing a bank. The squirrels' efforts inadvertently end with the cart's propane tank exploding in the park and destroying the tree, where the animals store their food. Surly is banished and Buddy goes with him.

At the 2002 World Winter Sport Games, rival men's singles skaters Chazz Michael Michaels (Will Ferrell), a skillful skater but raunchy sex addict, and Jimmy MacElroy (Jon Heder), an equally talented but sheltered and effeminate skater, tie for gold. In 1976, Jackie Moon is a singer who has used the profits from his one hit single "Love Me Sexy" to buy a basketball team in the American Basketball Association, the Flint Tropics, becoming the owner, head Coach, and starting power forward. The ABA Commissioner announces a plan to merge the league with the National Basketball Association, but only four teams will move to the more established league. The Tropics, the worst team in the league, are in danger of dissolving. In response, Jackie argues that the teams with the four best records overall should be merged into the NBA. The Commissioner reluctantly accepts Jackie's offer.
