After missing the bus in the Swiss countryside, a tourist, Vera Brandt (Fiore Argento), tries looking for help. She comes across a home, and upon entering, she is attacked by an unknown stranger, who then proceeds to chase and behead her. Eight months later, Jennifer Corvino (Jennifer Connelly), arrives at the Swiss Richard Wagner Academy for Girls, chaperoned by Frau Brückner (Daria Nicolodi), who places her with roommate Sophie (Federica Mastroianni). While sleepwalking through the academy and out onto the roof, Jennifer witnesses a student being murdered. She awakens and falls, fleeing and eventually becoming lost in the woods. Forensic entomologist John McGregor (Donald Pleasence)'s chimpanzee attendant Inga (Tanga) finds her and leads her to him. Witnessing her apparent interaction with his insects, McGregor comes to believe she has a special gift for telepathy with them. Inspector Rudolf Geiger (Patrick Bauchau) is also in the case alongside McGregor. Back at the academy, the headmistress has Jennifer medically tested via EEG for her sleepwalking. The procedure makes Jennifer uneasy when she gets brief visions of the previous night's events. The headmistress then has Sophie look after Jennifer in case she sleepwalks again.

Shermer, Illinois, is a fictitious suburb of Chicago. There, nerdy social outcasts Gary Wallace (Anthony Michael Hall) and Wyatt Donnelly (Ilan Mitchell-Smith) are publicly humiliated by Ian (Robert Downey, Jr.) and Max (Robert Rusler) after they are seen swooning over two girls who happen to be their girlfriends. Dejected and disappointed at their direction in life and wanting more, Gary convinces the uptight Wyatt that they need a boost of popularity in order to get their crushes, Hilly (Judie Aronson) and Deb (Suzanne Snyder), away from Ian and Max. Alone for the weekend with Wyatt's parents gone, Gary is inspired by the 1931 classic Frankenstein to create a virtual girl using Wyatt's computer; infusing her with everything they can conceive to make the perfect dream girl. After hooking electrodes to a doll and hacking into a government computer system for more power, a power surge creates Lisa, a beautiful and intelligent woman with seemingly endless powers. Promptly, she conjures up a Cadillac convertible to take the boys out to a bar, using her powers to manipulate people into believing Gary and Wyatt are of age. The boys come up with the name Lisa (Kelly Le Brock), based upon a failed romantic experience of Gary's that ended with Lisa kicking him in the testicles.

The members of the Feathered Friends' Board of Birds (consisting of the Madame Chairbird, a sparrow, a turkey, a puffin, a robin, and an owl) discuss their situation about Big Bird and hope that they can find a bird family to put him with. The dodos think exactly the same, even saying he should have a bird as a best friend instead of Mr. Snuffleupagus (who is currently watching over Big Bird's nest). This causes him much distress.

The film begins with Bobby Carter and his psychiatrist discussing the events of the first film, which took place eight years ago. The team consisting of the blind Cass, her boyfriend Roy, Harry, Hulk, Foster, Jane and Sue meet up at a bus and set off. Along the way, they pick up Beast from the dog pound, the dog previously owned by the Carters, who now belongs to Rachel.

The film opens on a crowded New York City street where people have gathered to watch a film crew shoot a sequence which becomes recognisable as the iconic shot of Marilyn Monroe in a white dress standing on a grate while the rush of wind caused by a huge fan to imitate the subway going by below blows her skirt up around her waist. The Actress' husband, The Ballplayer, watches with obvious discomfort as she is ogled. The Actress, rather than join him afterwards, disappears in a taxi, leaving him behind. She stops at a store and picks up a variety of toys, flashlights, and balloons.
