In the winter of 180 A.D., the Roman emperor Marcus Aurelius (Guinness) fights to keep Germanic barbarians from invading his northern territories on the Danube frontier. His deputies are the Greek ex-slave Timonides (Mason), a closet Christian, and the stern and honest general Gaius Livius (Boyd). Livius has close connections with the imperial family, being the lover of Aurelius' philosopher daughter Lucilla (Loren) and a friend of her brother Commodus (Plummer). Nevertheless, he is amazed to hear that Aurelius wants to make him his heir. Despite his military obligations the emperor has egalitarian ideals, dreaming of a day when Rome grants equal rights to men of all nations. He knows that he will not live to achieve this end, and trusts Livius to do so more than his charismatic but brutal son. The discovery that his father has effectively disinherited him hurts Commodus immensely, and damages the almost brotherly relationship he had enjoyed with Livius.

Summer 1941. Over Nazi-occupied France, a Royal Air Force B17 Flying Fortress becomes lost after a mission and is shot down over Paris by German flak. The crew, Sir Reginald, Peter Cunningham and Alan MacIntosh, parachute out over the city, where they run into and are hidden by a house painter, Augustin Bouvet, and the grumbling conductor of the Opéra National de Paris, Stanislas Lefort. Dans le quartier parisien du Marais, plusieurs femmes seules ont été successivement assassinées chaque fois la nuit venue. Le commissaire Maigret soupçonne le criminel de chercher à le provoquer. Il fait arrêter un faux coupable consentant, Mazet, de manière à obliger le vrai meurtrier à se manifester lors de la reconstitution du dernier crime. Une auxiliaire de la police, qui servait d'appât, est agressée, mais riposte et son agresseur parvient à s'enfuir. Pendant ce temps, l'inspecteur Lagrume prend en filature une jeune femme, Yvonne Maurin, dont l'attitude lui paraît suspecte. Maigret rend visite à celle-ci et fait la connaissance de son mari Marcel, architecte-décorateur. Il s'avère que Marcel a passé sa jeunesse place des Vosges et que sa mère habite précisément le pâté de maisons où disparut l'assassin lors de sa dernière tentative. Bientôt, Maigret est certain de tenir le coupable et arrête Marcel Maurin. Mais un nouveau crime est commis alors que le suspect est en garde à vue au quai des Orfèvres.
