In the fictional near future, nearly everyone is identified by an implanted microchip and connected to the cybernet. Criminals use fake chips, known as "SIMs" (Simulated Identity iMplants). A female bounty hunter is looking for a man who bought a SIM. She uncovers a game to manipulate society being played by the leaders of five giant corporations.
Anna Quarrels (Rhonda Griffin), librarian in the Rare Books Room, is approached by Mr. Jamison from the University of Chicago who wishes to study Mary Shelley's original manuscript for "Frankenstein; or, The Modern Prometheus". After he's finished, Anna is about to return the manuscript to the stacks when she discovers that Jamison has switched blank paper for the manuscript and walked out of the library with it. Investigating, she learns he used a fake I.D. to access the Rare Books Room and so hires Private Detective, David Raleigh (Justin Lauer) to track him down. David finds fingerprints on the sign-in sheet and discovers the man claiming to be Jamison is really Dr. Winston Berber, an unscrupulous scholar with doctorates in Physics, Mathematics, Folklore, and Philosophy. Berber (Bill Moynihan) is meanwhile gloating over his collection of rare manuscripts; along with the Shelley manuscript, he has obtained the originals of Guy Endore's "The Werewolf of Paris" (1933) and James Putnam's "Mummy" (1993). He now seeks the first edition of Bram Stoker's "Dracula" (1897) to complete his collection. Berber has invented an "Archetype Inducer" and plans to use the manuscripts to bring the four greatest monsters from horror history to life to do his bidding.
Professor Jonathan Venkenheim, interviewed by a film crew, reveals that Mary Shelley's Frankenstein is a fictionalized account of his ancestor Johann's scientific and medical accomplishments. Interviewed separately, Venkenheim's girlfriend Anne reveals that he's been suspended and scoffs at his theory. This view is shared by the film crew, though Vicky, the director, stands up for her friend. In their next interview with Venkenheim, he discusses how the Illuminati were trying to discover the secret of life when Johann secretly founded genetics. However, because Johann destroyed his notes, Venkenheim has no proof.
Seven years after the events in the first film, Luc Deveraux (Van Damme), now an ordinary human, is a technical expert who is working with the government with his partner Maggie (Kiana Tom), who has been through countless hours of combat training with him, in order to refine and perfect the UniSol program in an effort to make a new, stronger breed of soldier that is more sophisticated and intelligent to reduce the use of normal, human soldiers in the battlefield. All of the new UniSols, which are faster and stronger than the original UniSols, are connected through an artificially intelligent computer system called S.E.T.H. (voice of Michael Jai White), a Self-Evolving Thought Helix.
By day, Dr. Frankenstein (Gordon Mitchell) works innocuously in his lab. But at night, he works to perfect Mosaico (Xiro Papas), a monstrosity pieced together from dead bodies. Once completed, the behemoth escapes from the lab and embarks on a killing spree. Local beauties begin popping up dead, murdered in a variety of gruesome ways, as authorities attempt to stop Mosaico's rampage.

As emotions and gunfire get into the way, Michelle and Jackie soon find themselves battling between their lives and finding out that in an immoral world, love can still survive; and that blood is thicker than water.
The grandson of Victor Frankenstein, Oliver (Donald Murphy), is hiding away as a laboratory assistant for the gentle Prof. Morton (Felix Locher). While Dr. Morton pursues a pet project, Dr. Frankenstein secretly works his own experiments on his benefactor's niece, Trudy Morton (Sandra Knight). Although these experiments temporarily disfigure Trudy's face and cause her to wander aimlessly at night, they are only a build-up to Oliver's greater goal of recreating life. With the aid of one of his father's former assistants, Oliver constructs a female monster from the body parts of various murdered people and begins to deal a horrible fate upon any who dare stand in the way of his desires.
Aliens, running a traveling circus as a cover, revive a vampire, a werewolf, a mummy and Frankenstein's monster with a plan to use them to take over the world. They want to discover the reason that these monsters are so frightening to Earthlings. They then plan to create an army of such monsters using their findings.
After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nick-named "Rehabs," under the command of Paul McDaggett (John Castle). Ostensibly its purpose is to combat rising crime in Old Detroit, augmenting the ranks of the Detroit Police Department in apprehending violent criminals. In reality, it has been set up to forcibly relocate the residents of Cadillac Heights. Nikko, a Japanese-American computer whiz kid, loses her parents in the process.
Mario and Luigi are two Italian American plumbers living in Brooklyn, New York, who are currently being driven out of business by the mafia-like Scapelli Construction Company led by Anthony Scapelli. Later, Luigi falls in love with an orphaned NYU student named Daisy, who is digging under the Brooklyn Bridge for dinosaur bones. After a date, Daisy takes Luigi back to the bridge only to witness one of Scapelli's men sabotaging it by leaving the water pipes open. Unable to fix the flooding, Luigi and Daisy rush back to his apartment where they inform Mario about the incident. The trio returns to the flooding where the Mario Bros. manage to fix it but are knocked unconscious by Iggy and Spike, who proceed to capture Daisy.
In a dystopian future, the lives of three deviants converge: Ginny, a cyborg assassin; Adrian, a rogue cop; and Alik, the assassin's lover. Alik, a hacker, is obsessed with finding her brother's killer, and Ginny wants to kill the scientist who caused her to experience bouts of homicidal rage and crippling sexual overload. The two encounter Adrian in a sleazy hotel where any desire can be sated, no matter how perverse. The only survivor of a massacre, Adrian has received skin grafts from the tongues of his slain comrades. Unknown to the others, the grafts have slowly driven him insane due to psychic trauma.
The story takes place in Istanbul, where a violent criminal organization led by Spider-Man ("Spider's Gang") surfaces in the city with counterfeit United States dollars. A small task-force consisting of Captain America, Santo and Captain America's girlfriend Julia arrives to help local police stop Spider-Man and his gang.
A teenage couple, Mary and Scott, are on their way home from a Halloween party when car trouble prompts them to seek help at the old mansion of Dr. Frankenstein. Once inside, they meet a host of strange characters, at whose mercy Scott and Mary suddenly find themselves when Frankenstein informs them, "I'm sorry the bridge is out, you'll have to spend the night!"
Dr. Victor Frankenstein creates a monster to show his scientific theories, but soon leaves him. So the scientist tries to rebuild his live getting married with Janet, and retires to his castle with Igor. However the monster goes back to haunt Frankenstein, and so Victor finds out that the monster has ferocious sexual orientation to Janet. Frankenstein then calls the servant Igor to readjust the monster, but also Igor takes advantage of Janet...
The film is set in or about the year 2030. The multinational Genom Corporation is developing a product called the "I.K.U. Chip", which is plugged into a portable device allowing consumers to download and experience orgasms from the I.K.U. server without need of physical contact. The corporation sends their cybernetic shapeshifter Reiko, known as an I.K.U. Coder or replicant, to collect orgasm-related information catering to various sexual orientations. To collect the data Reiko transforms into an appearance pleasing to an individual or couple, engages the target(s) in sexual relations and transforms her right hand and forearm into a penis which is inserted into the recipient's vagina or anus during climax.
