Constructed as a series of chapters that take place at a turning point in each character's life, the story moves from seven years in the past to three years to two and finally arrives in the present day. The start of the movie flashes back to 1962 when Benny becomes Benny "the Jet" Rodriguez. The main part of the movie is set in 1972, ten years after the events of The Sandlot. New kids have moved into the neighborhood of San Fernando Valley in Los Angeles. They have started playing baseball in the sandlot. The previous kids have all grown up and moved away. A young boy named Johnnie Smalls, the little brother of Scott Smalls (the first film's protagonist), has heard the legend of "The Great Fear," (a beastly mutated dog, as he puts it when he later on tells the group about the beast) owned by Mr. Mertle, who lives behind the Sandlot. David Durango (Max-Lloyd Jones) is the leader of the boys. Behind the Sandlot; next to Mr. Mertle's home lives the Goodfairer family. Hayley Goodfairer (Samantha Burton), the daughter and her two friends befriend the other boys at first in a census to share the Sandlot, but their relationship burgeons potently into a friendship when they find themselves in a big problem with the beast next door, despite Hayley calling David a little baby, and David calling Hayley a spoiled brat.

The protagonist, Aleksei, is a passive young outsider with a bloated body and poor vision. He does a monotonous job at ZAO Progress company (a typical name of a post-Soviet enterprise converted from a military plant into a company producing consumer goods), strives for nothing, wants nothing, is interested in nothing at all. He dedicates his free time to gluing plastic models of aircraft, which is quite similar to what he does at work. He apparently has no parents, perhaps they died, and lives in his grandmother's apartment, who loves her grandson and buys him second-hand clothes up to her taste. She must be an arduous Christian, but rather an andherent of one of numerous non-traditional confessions that emerged in Russia after the perestroika.

Frankie's loss of hearing is first apparent when he hears a high-pitched whine instead of an Arsenal football match on TV. At this time, Frankie is making his next album with his "two Austrian mates" Alfonse and Horst, who seem more suited for a rock band. Frankie continues working on his album and playing gigs at clubs, but his hearing degrades rapidly. As a result, progress on his album stagnates. However, Frankie refuses to acknowledge his problem until a gig in Amnesia, when he cannot hear the second channel in his headphones and must crossfade one song into the next without being able to beatmatch them. The result sounds terrible, and the crowd boos him. Overcome with fear and frustration, he throws the turntable and the mixer onto the dance floor, and is forcibly removed from the club.

As Ryu is not a match, and he is laid off from his job, Ryu contacts a black market organ dealer, and agrees to exchange his severance money and one of his own kidneys in exchange for a matching one. The dealers perform the operation, but disappear after taking Ryu's kidney and money. Three weeks later, Ryu learns from his doctor that a donor has been found, but Ryu is unable to afford the operation now.
