Matthew George "Matt" Frewer (born January 4, 1958) is a Canadian American stand-up comedian, actor, singer, voice artist, and comedian. Acting since 1983, he is best known for portraying the 1980s icon Max Headroom, Hades' henchman Panic in Hercules, the retired villain Moloch in the film adaptation of Watchmen, Doctor Leekie in the Canadian science fiction drama Orphan Black, and Sherlock Holmes in four Hallmark Channel productions.

Immediately after committing his rampage in Tenderville, Bill Williamson disappeared and had been living off the grid for years with the money he stole from a bank during the massacre. The video recording of his rants about violent population control had since garnered millions of views and turns Bill into an Internet sensation. In the present day, Bill uses the stolen money to finance yet another killing spree, purchasing a number of weapons, including two fully automatic, military-grade M4 carbines, and constructing homemade explosives. After making final preparations for the killing spree, Bill shaves his head clean, dons his suit of body armor, and sets the interior of his house on fire. In the wilderness of Oregon, a prairie dog screams after Riggs' (Rob Riggle) car passes by and throws a cigar at it. This causes an unnamed raccoon to signal a mink to release a boulder that pushes Riggs' car to the edge of a cliff, teetering back and forth. After that, the raccoon throws the cigar back to Riggs, who yells "you're a bad raccoon!". The raccoon then blows the car down the cliff. Riggs quits Mr. Lyman's company, so a real estate developer from Chicago, Dan Sanders (Brendan Fraser), is brought in as his replacement. He is given the task of turning the forest into a residential development by his boss Neal Lyman (Ken Jeong). This all transpires much to the objections of Dan's son, Tyler (Matt Prokop), who discovers that Rocky Springs is a forest reserve. He warns his father that "many have tried to conquer it but they all fail". His wife Tammy (Brooke Shields) is unhappy in Rocky Springs, she misses her life in Chicago. Unfortunately for Dan, the animals, who are led by the raccoon refuse to sit back and watch their forest to be destroyed. They manage to turn the tables on him by disturbing his progress, interrupting his meetings, and humiliating him. So Dan signs orders to have a forest ranger capture and cage all the animals.

The film primarily takes place in Los Angeles in 1973. Frankie, a black female gogo dancer, unknowingly suffers from dissociative identity disorder, caused by a traumatic incident from her childhood (the death of a white man she was in love with, and her mother murdering her newborn when she realized the child's father was her white lover), which she has repressed. The film begins with Frankie performing at a local strip club. She is one of the best strippers at the club, and often demands the attention of wealthy Wall Street businessmen. One night the club's female employees go out for a "Girls Night". As the girls observe all the men at the bar, Frankie gets the attention of a well-known bartender. She agrees to go to his home for casual sex. Before the two can engage in any sexual activity, Frankie switches to an alter ego and cracks the man's head open with a picture frame. Word of Frankie's violent activity spreads to the strip club quickly, and Frankie is fired from the needed job. The same manic episodes occur while Frankie is at the laundromat and a wedding. During a session with the psychiatrist Frankie learns that she has two alters: Genius, a seven-year-old child; and Alice, a Southern white racist woman, whom Frankie struggles to overcome. Through regular psychiatric sessions with her doctor, she begins to recall the traumatic events that led to her split personality. She realizes that a white man with whom she was in love died in a car accident while they were on the road. In the same session, she also uncovers the memory of the birth of her child. Moments after the birth, her mother realizes that the child is half-white and takes it away to kill it, thus triggering her personality to split.

The "Minutemen", a team of costumed crime fighters, was formed in 1939 in response to a rise in costumed gangs and criminals; the "Watchmen" was similarly formed decades later. In the Nevada desert, a couple, Peter and Mary Jackson are driving just as they are stopped by a sheriff, Collie Entragian. He soon learns they are in possession of marijuana. In response, he takes them to jail. After they enter the police station, they see a little girl, dead, on the floor and Entragian shoots and kills Peter. Mary is thrown in a jail cell along with a young boy, David Carver, his parents, Ralph and Ellen, and an old man, Tom Billingsley. It's also learned the little girl is the Carver's daughter named Pie. In jail. David is praying to God, which he's been doing since his best friend Brian was struck by a drunk driver. In a flashback sequence, David and Brian are bike riding when a drunk driver strikes Brian, the impact causing Brian to fly through the air and into a building. Brian has suffered severe head trauma and injuries to his face. David immediately begins praying to God, offering to sacrifice anything, and to do what ever is asked of him in order to save Brian. At which point, Brian, who was on the brink of death, miraculously regains consciousness. The doctor at the hospital describes Brian's recovery as "miraculous".

After finishing a long shift, nurse Ana returns to her suburban neighborhood and her husband, Luis. Caught up in a scheduled date night, they miss an emergency news bulletin. The next morning, a neighborhood girl enters their bedroom and kills Luis, who immediately reanimates as a zombie and attacks Ana. She flees in her car but crashes and passes out. Upon waking, Ana joins with Police Sergeant Kenneth Hall, electronics salesman Michael, petty criminal Andre and his pregnant wife, Luda. They break into a nearby mall and are attacked by a zombified security guard, who scratches Luda. They are also confronted by three living guards — C.J., Bart, and Terry — who make them surrender their weapons in exchange for refuge. They split into groups to secure the mall and then go to the roof, where they see another survivor, Andy, who is stranded alone in his gun store across the zombie-infested parking lot.
