The Kingdom of Malaria's environment is devastated by a mysterious storm. Its king, Malbert, then blackmails the rest of the world to pay the town not to unleash the various doomsday devices invented by its Evil Scientists. They in turn are assisted by Igors, while the kingdom's annual Evil Science Fair showcases the scientists' latest weapons. One Igor, however, who serves the somewhat tedious-minded Doctor Glickenstein, is a talented inventor who aspires to be an Evil Scientist himself. Among his inventions are his friends "Scamper," a re-animated, immortal rabbit with a death wish and "Brain," a unintelligent human brain transplanted into a life support jar.

For years, the Republic of Wadiya (located in the Horn of Africa, supplanting the actual nation of Eritrea) has been ruled by Admiral General Haffaz Aladeen (Sacha Baron Cohen), a childish, tyrannical, sexist, anti-western, and antisemitic despot who surrounds himself with female bodyguards, sponsors al-Qaeda (specially giving shelter to Osama Bin Laden after "they killed his double one year ago") and is working on developing nuclear weapons to attack Israel. He also refused to sell Wadiya's oil fields, a promise he made to his father on his deathbed. After the United Nations Security Council resolves to intervene militarily, Aladeen travels to the UN Headquarters in New York to address the council.

Deeply depressed at his dead-end job in the mail room of a New York City newspaper, Lemuel Gulliver decides to talk to journalist Darcy Silverman. He convinces her he could write a report about his (false) extensive world "travels" saying his dream is to become a writer. After suffering writer's block and thinking that Darcy will not want to hang out with a "guy from the mailroom", he plagiarises a report from other publications on the internet. The next day, Darcy, impressed by his writing, presents Gulliver with a new task – to travel to the Bermuda Triangle and write an article about the legends of ships mysteriously disappearing there.

Financial disaster looms for Grand Fenwick when the current vintage of its only export, wine, starts exploding in would-be consumers' faces. Prime Minister Mountjoy (Ron Moody) decides to ask the United States for a loan, ostensibly to fund its entry in the race to the Moon, but actually to save the duchy (and install modern plumbing so he can have a hot bath). The devious politician knows that the Americans will not believe him, but will consider the half million dollars he is asking for to be cheap propaganda supporting their hollow call for international co-operation in space. He is delighted when they send him double the amount as an outright gift. The Soviets, not wishing to be one-upped by their Cold War rivals, deliver an obsolete rocket. Mountjoy asks resident scientist Professor Kokintz (David Kosoff) to arrange a small explosion during the "launch" of their lunar rocket to make it look like they have actually spent the money as intended.

Five years after the first film, Crown Princess of Genovia Amelia "Mia" Thermopolis (Anne Hathaway) has just graduated from Princeton University's Woodrow Wilson School and is returning to Genovia with her bodyguard Joe (Héctor Elizondo) and beloved cat Fat Louie. There, she will await her reign once her grandmother, Queen Clarisse (Julie Andrews), steps down as Queen. Clarisse invites Lord Devereaux to stay at the palace, while Mia is shocked to discover Lord Devereaux is Nicholas. Mia's best friend Lilly Moscovitz (Heather Matarazzo) surprises her by visiting. Together, they pick through potential husbands. Mia eventually chooses Andrew Jacoby (Callum Blue), Duke of Kenilworth and days later they are engaged. Mabrey plans to have Nicholas woo Mia and dissolve the engagement.
