The Kingdom of Malaria's environment is devastated by a mysterious storm. Its king, Malbert, then blackmails the rest of the world to pay the town not to unleash the various doomsday devices invented by its Evil Scientists. They in turn are assisted by Igors, while the kingdom's annual Evil Science Fair showcases the scientists' latest weapons. One Igor, however, who serves the somewhat tedious-minded Doctor Glickenstein, is a talented inventor who aspires to be an Evil Scientist himself. Among his inventions are his friends "Scamper," a re-animated, immortal rabbit with a death wish and "Brain," a unintelligent human brain transplanted into a life support jar.

For years, the Republic of Wadiya (located in the Horn of Africa, supplanting the actual nation of Eritrea) has been ruled by Admiral General Haffaz Aladeen (Sacha Baron Cohen), a childish, tyrannical, sexist, anti-western, and antisemitic despot who surrounds himself with female bodyguards, sponsors al-Qaeda (specially giving shelter to Osama Bin Laden after "they killed his double one year ago") and is working on developing nuclear weapons to attack Israel. He also refused to sell Wadiya's oil fields, a promise he made to his father on his deathbed. After the United Nations Security Council resolves to intervene militarily, Aladeen travels to the UN Headquarters in New York to address the council.

Deeply depressed at his dead-end job in the mail room of a New York City newspaper, Lemuel Gulliver decides to talk to journalist Darcy Silverman. He convinces her he could write a report about his (false) extensive world "travels" saying his dream is to become a writer. After suffering writer's block and thinking that Darcy will not want to hang out with a "guy from the mailroom", he plagiarises a report from other publications on the internet. The next day, Darcy, impressed by his writing, presents Gulliver with a new task – to travel to the Bermuda Triangle and write an article about the legends of ships mysteriously disappearing there.

Alice appears to be in her own bedroom, when a taxidermically stuffed rabbit comes to life and breaks out of its glass case. Alice follows the rabbit through the drawer of a desk into a cavern. She subsequently falls through a bucket and seemingly down an elevator shaft. Wonderland itself is a mix of drab household-like areas with incongruous relationships of space and size. The Queen's execution sentences are carried out by the White Rabbit with a pair of scissors. At the film's end, Alice wakes in her room, discovers that the rabbit is still missing from his glass case, and finds a secret compartment where he keeps scissors. She ponders whether or not she will cut his head off. The film is ambiguous about whether this room is Alice's real world or "Wonderland".

The film follows the exploits of film actor Jack Noah (Dreyfuss), who is filming in the small, fictional South American country of Parador when Paradorian President Alfonse Simms suddenly dies of a heart attack. Not wanting to lose his position in power, the president's right-hand man, Roberto Strausmann (Juliá) forces Jack to take the 'role of a lifetime' - that of the dead president, as the two men look so much alike. One night, in Brussels, Belgium, a pair of crooks discreetly break into the aquarium and steal a priceless pearl. As soon as the security guards on duty see the empty shell, they rush away to raise the alarm. The crooks take advantage of the guards' absence by putting a fake pearl, the same size as the real one, in the shell. When the guards return with the director and the director sees the fake pearl, he thinks the guards were making it up, but then has second thoughts about the incident as a similar case happened at another museum two weeks before.
