Five incorrigible crooks, frustrated by their disappointing career as bank robbers, decide to switch from bank heists to kidnapping European celebrities. Pretending to be terrorists, they kidnap their first hostage, singer Johnny Hallyday, and demand a huge sum of money to prevent further trouble. They receive their ransom money. They go on to kidnap other celebrities, and grow more successful with each kidnapping. Eventually they expand their targets and hijack planes, kidnap ambassadors, and even abduct the Pope.

Jerome Martinaud, a wealthy, influential attorney in a small French town who falls under suspicion for the rape and murder of two little girls. He is the only suspect, but the evidence against him is circumstantial. As the city celebrates New Year's Eve, the police led by Inspector Antoine Gallien, who is investigating the double rape/murder case, brings the lawyer in for questioning; at first politely, and then less so, as the interrogation team consisting of Inspectors Gallien and Marcel Belmont chips away at the suspect's alibi. They interrogate him for hour after hour while Martinaud continues to maintain his innocence. We learn all about the evidence; we meet Martinaud's wife Chantal who tells Gallien about the rift between them and the origin of it, which may be an eight-year-old girl (Camille) Martinaud was in love with. On the face of overwhelming evidence and feeling let down by his wife, Martinaud confesses to the two rapes and murder. However a fresh corpse inside the boot of a stolen car, and the car's owner turns out to be guilty of the crime--exculpating Martinaud. Martinaud leaves the police station and finds his wife who has committed suicide.

Raoul (Gérard Depardieu) and his wife Solange (Carole Laure) are eating in a restaurant when Raoul expresses concern with Solange's apparent depression, as she eats little, suffers migraines and insomnia and also sometimes faints. Despite the English title, in truth there are two French Detectives, based in Rouen. Verjeat is an aging, been-around gumshoe, while Lefevre is his young, callow and cynical associate. The two detectives don't like each other much at first, but this will change. Their current assignment is getting the goods on a corrupt politician. During an election, a fight between the supporters of two of the candidates. In the melee political thugs murder an opponent's volunteer and also kill a cop. The officer has time to warn his colleagues that the killer is Portor, a well-known thug whose brother is campaigning on behalf of law and order candidate Lardatte. Chief inspector Verjeat believes the politician who hired the thugs is as guilty as the murderous goon. His pursuit of Portor is hampered by Lardatte, for whom he has a personal dislike and misses no opportunity to humiliate. Verjeat's pursuit of Lardatte gets him a warning from his superiors. When he embarrasses Lardatte while disarming a hostage (the dead volunteer's father), Verjeat is told he's being promoted and transferred within a week to a posting outside of Rouen. This will take him off the case. As a result he then finds himself with a very short time to capture Portor. Verjeat is sure that his upcoming transfer is courtesy of Lardatte and his police contacts. He speeds up his hunt for the goon and, with Lefévre, he engineers a complicated scheme to buy more time before the transfer.

Ralph Milan is a contract killer who is paid to kill Louis Randoni, whose testimony in various trials could harm the organisation. Ralph waits for his prey in his hotel room, but is interrupted by his comical neighbour, a shirt salesman named François Pignon (Jacques Brel). Pignon, who is suicidal since his wife left him for a reputed doctor named Fuchs (Jean-Pierre Darras), tries to hang himself on the waterpipes, but only manages to cause a flood. Realizing that if Pignon tries to kill himself again the police will search the place, Milan offers to talk him out of it until after his assassination. Unfortunately Pignon starts irritating him more, and makes it more difficult for him to fulfill his contract killing.
