When Ben Garvey, a reformed criminal on parole, unexpectedly loses his job because of his criminal records, he turns to his ex-con brother which subsequently leads to a laboratory robbery of gold dust gone horribly wrong, and his brother killed. In January 2000, Dick Harper (Jim Carrey) has just been promoted to Vice President of Communications for the large media corporation Globodyne. The next day, he is asked to appear on the show Money Life, where host Sam Samuels and independent presidential candidate Ralph Nader dub him and all the company's employees as "perverters of the American dream" and claim that Globodyne helps the super rich get even wealthier. As they speak, the company's stock goes into a free-fall and is soon worthless, along with all the employees' pensions, which are in Globodyne's stock. Dick arrives home to find his excited wife Jane (Téa Leoni), who informs him that she took his advice and quit her job as a travel agent after his promotion in order to spend more time with their son Billy. Dick has to break the news over dinner, instantly alarming Jane. Dick tries to think positively, and tries for a few months to get a Vice Presidency at other corporations. After getting no job anywhere, Jane reveals that they'll end up declaring bankruptcy in the next couple of months due to their assets being made up entirely of now-worthless Globodyne stock.

Peter LaFleur (Vince Vaughn) is the owner of Average Joe's, a small and financially unsuccessful gym with a handful of loyal oddball members. Samuel Bicke is portrayed as an individual who wants the world to function according to honor and merit, yet he's often paranoid and dishonest, and he gets flustered and angry when things don't go according to his plans. Following the infamous tragedy in Waco, Texas, in which the Bureau of Alcohol, Tobacco and Firearms (A.T.F.) found themselves in a battle with an armed militia, the organization, led by director Maggie Hale (Kathy Baker), finds itself in a new fight. Leigh Ann (Katie Holmes) is a high school student living in a small sleepy town of Grandsboro in Northern California with her single mother Faye (Lesley Ann Warren) who works as a waitress. Leigh Ann's aim is to achieve top grades to become valedictorian and leave the rather dead end town. However, her grade in history class is threatened by her sadistic and thoroughly vindictive teacher, Mrs. Tingle (Helen Mirren). The film opens at Burger-Matic, where Henry Lever (Chris Ellis) orders a milkshake at the drive-thru. At the window, he tells the attendant, Sally Jackson (Drew Barrymore), that his wife knows about their affair. She asks him if he has also told his wife about her pregnancy. On his way home, he encounters a ferocious wind. It turns out to be an attack helicopter, which runs him off the road. In a panic, he flees through the woods and drops his heart medication. At an outdoor chapel, he sits on a bench as the helicopter hovers in front of him. The pilot, Angus Montier (Jake Busey), shoots at the ground near him despite the protests of his copilot and brother, Dorian (Luke Wilson). The shots scare him enough to cause a fatal heart attack.

A prologue introduces us to Dr. Austin Sloper (Albert Finney), a New York City doctor and resident of a large house on Washington Square whose wife dies in childbirth, leaving a daughter, Catherine (Jennifer Jason Leigh), to be raised by her father. Jeremy "Powder" Reed is an albino young man who has incredible intellect and is able to sense the thoughts of the people around him. Jeremy's brain possesses a powerful electromagnetic charge, which causes electrical objects to function abnormally when he is around them, as well as when he becomes emotional. The electrical charge also prevents hair from growing on his body. Jeremy's mother was struck by lightning while pregnant with him; she died shortly after the strike, but Jeremy survived. His father disowned him shortly after his premature birth, and he was raised by his grandparents. Jeremy lived in the basement and worked on their farm, never leaving their property and learning everything he knew from books. He is taken from his home when his grandfather is found dead of natural causes. Jessie Caldwell (Mary Steenburgen), a child services psychologist, takes him to a boys' home because he is now effectively a ward of the state.
