In 1949 Los Angeles, gangster Mickey Cohen wants to control all organized crime and argues with local mobster Jack Dragna that they should not allow the East coast mafia to run the town. Eight years after Harvey Dent's (Aaron Eckhart) death, the Dent Act grants the Gotham City Police Department powers which nearly eradicate organized crime. Gordon and the police arrive to find the congressman, and then pursue Stryver's men into the sewers while Selina flees. A masked militant named Bane (Tom Hardy) captures Gordon. Gordon escapes and is found by John Blake (Joseph Gordon-Levitt), a once-orphaned patrol officer who has deduced Batman's true identity from their similar backgrounds. Gordon promotes Blake to detective, with Blake reporting directly to him.

In Cleveland, Ohio, high school senior Wren DeSantis' (Victoria Justice) opening narration describes Halloween in Cleveland as a time for its citizens to dress up and be less ashamed of themselves, citing the nickname "the mistake by the lake." This Halloween though would be the first that she and her family spend since the death of her father, a former Def Jam Records production assistant. She also focuses on the fact that she, her mother, Joy (Chelsea Handler), and oddball little brother, Albert (Jackson Nicoll) are touched by the death of her father in their own way. Albert, who also has reputation as a legend at video games, has apparently chose a life of elective mutism. Wren's widowed mother, Joy, dyed her hair blonde and is dating a 26-year-old boyfriend named "Keevin" (Josh Pence). Wren has her heart set on college life at New York University. Her friend April (Jane Levy) has her eyes set on social status, and nerdy friend Roosevelt (Thomas Mann) has his heart set on Wren. The two girls are surprised when they find they are invited to a Halloween party by local heartthrob Aaron Riley (Thomas McDonell), even as she performs a seemingly uncool "explaining rap," about her friend Roosevelt's proposed E.O. Wilson costume. Wren decides on a Dorothy Gale costume, and April decides to dress as a sexy cat. Albert wants a costume with a fake severed arm, while Wren tries to talk him into selecting a Spider-Man costume. He chooses both. On the day she is supposed to go to the party, she is also ordered by her mother to take Albert trick-or-treating so she can go to a party with her boyfriend. Despite Wren's pleas to not watch her brother, Joy offers to sign her applications for NYU if she does. The party that Keevin invites Joy to turns out to be run by Keevin's friend Nate Brueder who is roughly the same age. None of the people at the party even recognize that she is dressed like Britney Spears during the early period of her career. Brueder and friends engage in behavior such as binge drinking, farting in her cell phone, and causing other juvenile chaos.

In late 2003, 19-year-old Harvard University student Mark Zuckerberg is dumped by his girlfriend Erica Albright. The film centers on best friends Sara (Amanda Michalka) and Jacquie (Regine Nehy). They share everything, including the same birthday, which they always celebrate together. Sara and Jacquie start making plans for a huge "Sweet 16" party for the both of them, all with proceeds going to a charity called "Hollywood Heart". However, when Jacquie transfers to the school Sara goes to, a rich girl called Taylor makes friends with Jacquie (because Taylor never had a sweet sixteen) and then proceeds to change Jacquie to be more like herself in order to destroy Sara and Jacquie's relationship. Jacquie unwittingly falls into her plan. Sara tries to deal with Jacquie's personality change until Jacquie starts insisting to make Taylor a party planner, something that Sara hates. This leads to many more arguments until finally, the two split the party and compete with each other to have the biggest party, all while insulting each other. At the same time, an unexpected romance occurs between Shannon, Taylor's brother, and Sara.

Upon arriving at work, Edward's assistant checks the serial number of the dollar against a long list of serial numbers assigned to various code names and confirms that Edward has been given a dollar from "Cardinal". The story then flashes back to 1939.
