Frenchmen Mario and Jo, Dutchman Bimba and Italian Luigi are stuck in the isolated Southern Mexican town of Las Piedras. Surrounded by desert, the town is linked to the outside world only by a small airport, but the airfare is beyond the means of the men. There is little opportunity for employment aside from the American corporation that dominates the town, Southern Oil Company (SOC), which operates the nearby oil fields and owns a walled compound within the town. SOC is suspected of unethical practices such as exploiting local workers and taking the law into its own hands, but the townspeople's dependence upon it is such that they suffer in silence.

David Mann (Dennis Weaver) is a middle-aged Los Angeles electronics salesman driving his red 1971 Plymouth Valiant sedan on a business trip. Mann passes the unsightly truck, which promptly roars past him and then slows down again. The film tells the story of Simon Calmat (Vincent Lindon), a French swimming coach who is divorcing his wife Marion (Audrey Dana). Simon tries to help a young Iraqi-Kurd immigrant, Bilal Kayani (Firat Ayverdi), whose dream is to cross the English Channel from Calais in France to the United Kingdom by any means possible to be reunited with his girlfriend Mina (Derya Ayverdi). Meanwhile, Mina's father strongly opposes Bilal's plans as he wants to marry his daughter to her cousin who owns a restaurant. After being caught with other immigrants and returned to France, Simon gives him temporary refuge at his home after the young Bilal, nicknamed "Bazda" (runner, for his athletic abilities and love of football and Manchester United in particular) registers for swimming lessons, intending to train to be able to swim across the Channel. After police search Simon's apartment, Bilal goes on a final attempt and drowns 800 meters from the English coast while hiding from the coastguard. Simon then travels to inform Mina.

The story takes place in June 1991 in Yugoslavia, only a few days before the outbreak of the Yugoslav War. Suzana (Aleksandra Balmazović), an urban Belgrade girl, discovers she is pregnant and wants to do an abortion. As her father, who believes that the emerging chaos won't last, uses their money for a speculative investment, she decides to go to Dubrovnik to earn the money for abortion. After nearly running her over while she was hitch-hiking, Ratko decides to give her a lift.

A Chinese street gang, the Lords of Death, tries to kidnap another Chinese girl at the airport who is being met by her friend Gracie Law (Kim Cattrall), intending to sell her as a sex slave. After Jack intervenes, they take Miao Yin instead. In Jack's big-rig truck, he and Wang track the Lords of Death to the back alleys of Chinatown, where they find a funeral procession that quickly erupts into a street fight between the Chang Sing and Wing Kong, two ancient Chinese societies. When "The Three Storms" (Thunder, Rain, and Lightning) appear, slaughtering the Chang Sing, Jack tries to escape but runs over Lo Pan (James Hong), a powerful and legendary sorcerer, as well as the leader of the Wing Kong. Horrified, Jack exits his truck, only to find Lo Pan, who is merely annoyed. Wang hurriedly guides Jack through the alleys, escaping the carnage and mayhem, but Jack's truck is stolen.

Tom Yately, just released from prison, is determined to start a new life and he gets a job as a driver at Hawletts, a haulage company that transports loads of ballast gravel from a nearby quarry.
