In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours. Anderton does not know Crow, but flees the area as Witwer begins a manhunt.

A retired rock star, Johnny Boz, is stabbed to death with an ice pick during sex by a mysterious blonde woman at his apartment. Homicide detective Nick Curran investigates, and the only suspect is Catherine Tramell, Boz's bisexual girlfriend and a crime novelist who has written a novel that mirrors the crime. It is concluded that Catherine herself did it or someone who is trying to frame her out of spite. Tramell is uncooperative and taunting in the investigation, smoking in the interrogation room and exposing her bare genitalia in front of the officers. She presents alibis and passes a lie detector test. L.A.P.D. Sergeants Martin Riggs (Gibson) and Roger Murtaugh (Glover) arrive at an evacuated building believed to have a bomb in it. Against orders, they go inside to investigate the bomb. Riggs decides to deactivate the bomb himself instead of waiting for the Bomb Squad to arrive. Unfortunately, he causes the bomb to detonate and the whole building to collapse. This causes them to be demoted to uniform duties, which upsets Murtaugh because he only has seven days until retirement. While on street patrol, the two thwart a robbery using a duplicate armored car, although they only manage to catch one of the two would-be thieves. During the arrest, it is discovered the criminals were armed with a new type of armor-piercing bullet, informally referred to as "cop killers". For their efforts in stopping the raid, Riggs and Murtaugh are reinstated as Detective Sergeants by their superior, Captain Murphy (Kahan). Murphy introduces internal affairs Sergeant Lorna Cole (Russo) to the two detectives and informs them that the suspect they have in custody from the raid is a known associate of former L.A.P.D. Lieutenant and suspected arms dealer: Jack Travis (Wilson).

Six months after the events in Romancing the Stone, Joan Wilder (Kathleen Turner) is having trouble writing her next romantic novel while living with Jack Colton (Michael Douglas) on his boat, the Angelina, which is moored in a South of France port, and she refuses to discuss marriage. Later that afternoon at a book signing engagement held by her publisher, Gloria (Holland Taylor), Joan meets a charming Arab ruler named Omar (Spiros Focás) who has managed to persuade the world that he is the firm, but fair, ruler of Kadir. Omar offers Joan the opportunity to live like a queen at his palace, while she writes a puff piece about him. However, as soon as Joan leaves with Omar, Jack runs into Ralph (Danny DeVito). Ralph, a comical swindler from Jack's past, recently out of prison, plans on killing Jack for abandoning him to the authorities in Colombia, but is stopped by an Arab named Tarak (Paul David Magid), who tells Jack of Omar's true intentions. This includes the fact that he has their greatest treasure, the Jewel of the Nile, in his possession. Ralph, immediately interested at the prospect, agrees to help find the Jewel. Jack, however, is less than convinced. But seconds later, the Angelina explodes, having been sabotaged under Omar's orders. He then agrees to team up with Ralph and Tarak in order to track down the lost jewel in Omar's kingdom.

The three men start to experience vivid hallucinations that are related to their afterlife visions, but Nelson's circumstances are particularly freakish; he is repeatedly physically attacked by Billy Mahoney and each day presents with fresh cuts and wounds. Joe, engaged to be married, is haunted by home videos that he secretly filmed of his sexual trysts with other women. Dave is confronted by a vision of Winnie Hicks on a train, and she verbally taunts him like he did to her.

Among these treasures is a glowing orb with a pattern resembling a code etched into it. Lara (Angelina Jolie) finds this orb; but it is stolen by the crime lord Chen Lo (Simon Yam). Lara only just manages to escape with a strange medallion, while her two companions are killed by Chen's men.

On Christmas Eve, New York City Police Detective Lieutenant John McClane arrives in Los Angeles to reconcile with his estranged wife, Holly. Six months after the events in Romancing the Stone, Joan Wilder (Kathleen Turner) is having trouble writing her next romantic novel while living with Jack Colton (Michael Douglas) on his boat, the Angelina, which is moored in a South of France port, and she refuses to discuss marriage. Later that afternoon at a book signing engagement held by her publisher, Gloria (Holland Taylor), Joan meets a charming Arab ruler named Omar (Spiros Focás) who has managed to persuade the world that he is the firm, but fair, ruler of Kadir. Omar offers Joan the opportunity to live like a queen at his palace, while she writes a puff piece about him. However, as soon as Joan leaves with Omar, Jack runs into Ralph (Danny DeVito). Ralph, a comical swindler from Jack's past, recently out of prison, plans on killing Jack for abandoning him to the authorities in Colombia, but is stopped by an Arab named Tarak (Paul David Magid), who tells Jack of Omar's true intentions. This includes the fact that he has their greatest treasure, the Jewel of the Nile, in his possession. Ralph, immediately interested at the prospect, agrees to help find the Jewel. Jack, however, is less than convinced. But seconds later, the Angelina explodes, having been sabotaged under Omar's orders. He then agrees to team up with Ralph and Tarak in order to track down the lost jewel in Omar's kingdom.

Nelson Wright (Kiefer Sutherland), convinces four of his medical school classmates — Joe Hurley (William Baldwin), Dave Labraccio (Kevin Bacon), Randy Steckle (Oliver Platt) and Rachel Manus (Julia Roberts) — to help him discover what lies beyond death. To do this they must stop his heart, producing a flat line graph on the heart monitor signal. Nelson flatlines for one minute before his classmates resuscitate him. While "dead", he experiences a sort of afterlife. He sees a vision of a boy he bullied as a child, Billy Mahoney. He merely tells his friends that he can't describe what he saw, but something is there. The others decide to follow Nelson's daring feat. Joe flatlines next, and he experiences an erotic afterlife sequence. He agrees with Nelson's claim that something indeed exists. Dave is third to flatline, and he sees a vision of a girl, Winnie Hicks (Kesha Reed), that he bullied in grade school. The three men start to experience vivid hallucinations that are related to their afterlife visions, but Nelson's circumstances are particularly freakish; he is repeatedly physically attacked by Billy Mahoney and each day presents with fresh cuts and wounds. Joe, engaged to be married, is haunted by home videos that he secretly filmed of his sexual trysts with other women. Dave is confronted by a vision of Winnie Hicks on a train, and she verbally taunts him like he did to her.
